.......The Hellfire training missile contains an incomplete guidance section and has no operational seeker head, warhead, fusing system or rocket motor.
The U.S. official told the AP that Lockheed was authorized to export the dummy missile for a NATO training exercise. The official attributed the shipping error to Lockheed's freight forwarders, and said the U.S. was working with Lockheed to get the device back.
The official said the U.S. doesn't want any defense technology to remain in a proscribed country, whether that country can use it or not. The official said there is greater concern that Cuba could give more technically advanced countries access to the dummy.
According to the Journal report, the missile was properly shipped to Spain, where it was used in the training exercise. It was then taken on a somewhat roundabout journey through Spain, Germany and France before winding up at Charles de Gaulle Airport in Paris. From there, it was supposed to have been shipped back to Florida; instead, it was loaded onto an Air France flight to Havana.
U.S. officials have been urging the Cuban government to return the missile, the Journal's sources said. The U.S. and Cuba restored diplomatic relations in July 2015 after more than 50 years of hostility.
The Journal reported that the U.S. is also investigating whether the missile's disappearance was a deliberate act of espionage.

A DISGRUNTLED father has slammed Apple for its new Wi-Fi assist feature after it allegedly caused his son’s iPhone to rack up an unexpected $AUD2900 bill.

Jeff Feingold and his son Ashton have blamed Apple’s new Wi-Fi assist feature, which was switched on by default in iOS 9, the most recent version of iPhone’s software.
“It’s usually $250 a month and this was $2000,” Jeff told CBS.
Most phone providers send warnings when data is about go over the limit, but Ashton said he only received a message that said “maybe 65 per cent of your data has been used” and didn’t think much of it.
But when the bill came, he became worried.
“I thought my dad was going to kill me,” Ashton said.

Turn off Wi-Fi Assist to save mobile data
The new Wi-Fi assist feature automatically switches from Wi-Fi to cellular data when a Wi-Fi signal is weak.
When Ashton was using his phone, he was under the impression it was connected to his home’s Wi-Fi but it was actually guzzling up his phone’s data. Ashton accidentally used more than 144,000MB (144GB).
But experts at Cnet found the story of a text message that said “maybe 65 per cent of your data has been used” highly unlikely, as they always deal in definitives and not maybes.
Apple is currently facing a class-action law suit for not informing users of the new Wi-Fi Assist feature and its usage of data from cellular plans.
To disable Wi-Fi Assist, open Settings, choose Mobile, then scroll down to the bottom and flick the toggle button.

Late-night comedian Jimmy Kimmel aired video Wednesday night of individuals on Hollywood Boulevard congratulating North Korea on its claim of a “successful” hydrogen bomb test.
“The idea of North Korea having a hydrogen bomb would be somewhat alarming to those of us who are here on the west coast,” Kimmel said before showing the clip.
It was not clear if the individuals interviewed by Kimmel’s crew were replying with sarcastic answers or simply unaware of the issue, but many offered congratulations to the communist country and its dictator.

Vietnam on Tuesday protested against the first Chinese test flight, which took place last Saturday. Ministry of Foreign Affairs spokesman Le Hai Binh said the move "seriously violated Vietnam's sovereignty over the Truong Sa archipelago".
Vietnam refers to the Spratly Islands as Truong Sa.

Hanoi maintains that the 3,000m-long airstrip on Fiery Cross Reef, which allows for bigger and heavier planes to land, is illegal. It has demanded that China "immediately stop and not repeat" similar flights in future. But Beijing rejected the protest and later sent two more planes to land on the airstrip, prompting another Vietnamese protest. Mr Le asked China "to immediately end similar acts... that expand and complicate disputes".

President Obama on Friday vetoed legislation that would repeal much of ObamaCare, the first such measure to reach his desk since it became law in 2010.
Obama used his veto pen without fanfare on a legislative package rolling back his signature healthcare law and stripping federal funding from Planned Parenthood.

In a lengthy message to Congress, Obama said repealing the law would reverse improvements made in the nation’s healthcare system.

 

“Because of the harm this bill would cause to the health and financial security of millions of Americans, it has earned my veto,” the president wrote. 

 

Obama noted that congressional Republicans have attempted to roll back the law more than 50 times, to no avail.

 

“Rather than refighting old political battles by once again voting to repeal basic protections that provide security for the middle class, members of Congress should be working together to grow the economy, strengthen middle-class families, and create new jobs,” he wrote.

 

The veto was the eighth of Obama’s presidency and the sixth since last year, when Republicans took over both chambers of Congress. 

Even though Obama long threatened to veto the measure, Republicans touted the vote as an important step toward reversing the Affordable Care Act if the party wins the White House in November.

Speaker Paul Ryan (R-Wis.) on Friday pledged that Congress would vote to override Obama’s veto. The party lacks the two-thirds majority necessary to achieve that, however.

“It’s no surprise that someone named Obama vetoed a bill repealing Obamacare. But we will hold a vote to override this veto, taking this process all the way to the end under the Constitution,” Ryan said in a statement. 

Ryan said the vote showed there is a “clear path” for Republicans to repeal the law.

“The idea that Obamacare is the law of the land for good is a myth. This law will collapse under its own weight, or it will be repealed,” he said. “We have now shown that there is a clear path to repealing Obamacare without 60 votes in the Senate. So, next year, if we’re sending this bill to a Republican president, it will get signed into law.”

The latest batch of Hillary Clinton emails released by the State Department early Friday contain what may be the smoking gun that forces the Justice Department to charge the former secretary of state with a crime, according to former federal prosecutor Joseph diGenova.
“This is gigantic,” said diGenova. “She caused to be removed a classified marking and then had it transmitted in an unencrypted manner. That is a felony. The removal of the classified marking is a federal crime. It is the same thing to order someone to do it as if she had done it herself.”
On the June 17, 2011, email chain with senior State Department adviser Jake Sullivan, Clinton apparently asked Sullivan to change the marking on classified information so that it is no longer flagged as classified.
Clinton, using her private email server, asks for “the TPs,” apparently a reference to talking points being prepared for her. Sullivan, who is using his official State Department email, responds, “They say they’ve had issues sending secure fax. They’re working on it.” Clinton responds, “If they can’t, turn into nonpaper w[ith] no identifying heading and send nonsecure.”
It’s not clear if Sullivan actually followed through on Clinton’s orders. But if he did, it may expose Clinton to serious legal jeopardy.
“This makes it impossible for the bureau not to recommend charges,” diGenova said of the FBI. “This makes it impossible not to go forward, and it certainly ties the hand of the attorney general.”
Some have speculated that while the FBI may recommend charges, Attorney General Loretta Lynch might try to avoid doing so for political reasons.

South Korea restarted propaganda broadcasts Friday along its border with North Korea, two days after Pyongyang tested a nuclear bomb.
Military tensions are expected to escalate on the peninsula as the North is extremely sensitive to any outside criticism of its leadership and system.
Seoul's move came on the purported birthday of North Korean leader Kim Jong-un, known to be in his early 30s.
The South's military carried out the psychological campaign using loudspeakers for weeks last year in retaliation for the North's land mine attack.
The North described it as an act of war and threatened direct strikes at related facilities.
The crisis ended with the Aug. 25 inter-Korean deal calling for the South to halt the broadcasts in return for some of the North's conciliatory measures, including the reunions of families separated by the 1950-53 Korean War.
At that time, Seoul said it would resume the broadcasts in case of "abnormal" situations.
The broadcasts began to blare sharp criticism of the Kim regime and its human rights abuses, as well as a narrative of South Korea's achievements and even K-pop songs, from 11 locations along the Demilitarized Zone. The messages reach North Korean regions more than 10 kilometers away in daytime and some 24 km at night, according to a defense source.

Following the discovery of a terrorist cell in Texas allegedly operated by an Iraqi who entered the United States as a refugee, the Washington Free Beacon has learned of an additional 41 individuals who have been implicated in terrorist plots in the United States since 2014, bringing the total number of terrorists discovered since that time to 113, according to information provided by Congressional sources.
Since August, however, the Obama administration has stonewalled Congressional efforts to obtain more detailed immigration histories of these individuals, prompting frustration on Capitol Hill and accusation that the administration is covering up these histories to avoid exposing flaws in the U.S. screening process.

As the number of legal immigrants connected to terrorism continues to grow, the Obama administration has sought to quash congressional inquiries and rally its allies behind an effort to fund efforts to boost the number of immigrants and refugees from the Middle East.

China's first landing of a plane on one of its new island runways in the South China Sea shows Beijing's facilities in the disputed region are being completed on schedule and military flights will inevitably follow, foreign officials and analysts said.
China's increasing military presence in the disputed sea could effectively lead to a Beijing-controlled air defence zone, they said, ratcheting up tensions with other claimants and with the United States in one of the world's most volatile areas.
China has confirmed that a test flight by a civilian plane landed on an artificial island built in the Spratlys, the first time Beijing has used a runway in the area.
Vietnam said the plane landed on Jan 2 and launched a formal diplomatic protest, while Philippines Foreign Ministry spokesman Charles Jose said Manila was planning to do the same. Both have claims to the area that overlap with China.
"That's the fear, that China will be able take control of the South China Sea and it will affect the freedom of navigation and freedom of overflight," Jose told reporters.
In Washington, State Department spokesman John Kirby said China's landing of the plane "raises tensions and threatens regional stability."
Senator John McCain, the chairman of the influential U.S. Senate Armed Services Committee, criticised the Obama administration for delaying further "freedom of navigation" patrols within 12 nautical miles of the islands built by China.

The head of a global network monitoring nuclear tests says the magnitude of North Korea's latest experiment was lower than that of a similar one in 2013.

The Executive Secretary of the Comprehensive Nuclear Test Ban Treaty Organization, Lassina Zerbo, spoke in a telephone media conference on Wednesday.

He said the unnatural seismic movement in North Korea resembled a nuclear test it conducted in 2013. But he said the latest event appears to have been a slightly lower magnitude: 4.9 compared to 5.1 recorded in 2013.

Zerbo said his organization will examine the atmosphere for radioactivity in an effort to determine if the test actually occurred.

Zerbo did not comment on whether the country actually tested a hydrogen bomb. But he reiterated the danger of repeatedly conducting tests leading to advances in nuclear technology.

German politicians and officials are voicing concern on Tuesday over reports that dozens of women were harassed and groped in the heart of Cologne on New Year's Eve by a large group of men on the crowded square in front of the city's main train station. According to police, some 90 complaints had been filed by Tuesday morning, with witnesses saying that the perpetrators were young men between 15 and 35 years old and appeared to have migrant backgrounds.

"We will not tolerate such cowardly and abhorrent attacks," said German Justice Minister Heiko Maas on Tuesday. "This is apparently an entirely new dimension of organized crime." All of those involved, Maas demanded, must be "identified and made accountable." At a press conference on Monday evening, Cologne's police chief, Wolfgang Albers, said that a quarter of the complaints made were related to sexual harassment or groping, with many others pertaining to theft of purses, wallets and mobile phones. China's defense ministry on Thursday confirmed that it is building a second aircraft carrier, amid Beijing's increasingly assertive behavior in the South China Sea.

China's defense ministry spokesman Yang Yujun told reporters that the aircraft carrier is being built at the port of Dalian.

With a displacement of 50,000 tons, the new aircraft carrier will be equipped with China's homegrown technology, Yang told a press conference, according to the Chinese defense ministry's website.

The second conventionally-powered aircraft carrier will be able to operate J-15 fighter jets and other fixed-wing aircraft with a ski-jump takeoff, Yang said.

"We have a long coastline and vast sea areas under our jurisdiction. Defending maritime security and safeguarding territorial sovereignty and rights are the sacred responsibility of the Chinese armed forces," Yang said.

China commissioned its first aircraft carrier, the Liaoning, which was purchased from Ukraine, in 2012.

Korea and China on Tuesday discussed areas where their so-called exclusive economic zones at sea overlap, leading to sometimes bloody clashes between Chinese fishermen and Korean maritime police.

The talks were the first on the problem in seven years. Officials from the two sides met for two-and-a-half hours and, while making no progress on the issue itself, agreed to hold regular meetings once a year.

Vice Foreign Minister Cho Tae-yul, Seoul's lead negotiator, said, "The issue is thorny and delicate. It can't be settled in one or two meetings."

The Chinese representative Liu Zhenmin said the most important thing is “that the negotiations got underway at all.”

The overlapping EEZ is one of the stickiest issues in Seoul-Beijing relations. The two countries held no fewer than 14 rounds of talks from 1996 to 2008 without reaching agreement, and pundits expect the fresh talks to take another few years.

It is common around the world for two countries with overlapping EEZs to draw a boundary in the middle of the disputed areas, but China insists its EEZ should stretch further east toward Korea considering the length of its coastline, continental area and population.

Since the eruption of South China Sea crisis in East Asia, a serious debate has started in India about possible ways to respond to the crisis. In normal circumstances it should not have bothered India much about what happens in this part of the world, however, the fast changing strategic balance of forces in East Asia has started worrying Indian strategic thinkers and policy makers. What happens in the South China Sea will have a direct bearing on India's strategic core.

Lately China's unprecedented military expansion has been overturning the security order put in place by the U.S. after the end of World War II. Despite China's high pitch claims of a peaceful rise, it is becoming clearer that Beijing's unprecedented military expansion will continue in the foreseeable future.

In response to this expansion, many strategic Indian thinkers have started advocating proactive polices, such as supporting an armed insurgency in Tibet or providing nuclear technology to southeast countries. However, any high pitch approach can further complicate the problem instead of solving it.

Currently India is not seen as a serious stake holder in the region. To protect its interests in the region India needs to adopt a comprehensive engagement strategy (CES) with the region.

Japanese steel manufacturers plan to begin overseas production of a stronger and lighter material.

Ultra-high tensile strength steel, or UHTSS, has 3 or more times the strength of other types of steel. Automakers have begun using this material in Japan to reduce vehicle weight and improve fuel efficiency.

Nippon Steel & Sumitomo Metal plans to start annual production of 120,000 tons of the material at its plant in the US state of Alabama this year.

Kobe Steel intends to begin producing ultra-high tensile strength steel at its factory in the Chinese province of Liaoning this spring. The plant is under construction.

JFE Steel is also scheduled to start making ultra-high tensile strength steel at one of its plants in China, Thailand or India by the end of the year.

The firms aim to market the material to Japanese automakers operating in those nations. They hope that it will be seen as an alternative to carbon fiber and aluminum for manufacturing auto parts.

According to several reports from the murderous terror attack in Tel Aviv Friday, at least one of the bystanders at the scene of the attack was armed with a handgun, but he failed to use it against the terrorist.
David Malka, who owns the Sidewalk Café, which is located at the scene of the attack, said that the terrorist "ran in our direction and kept on firing. Three bullets struck here, and he hit [the] Japanika [restaurant] as well. He ran toward Gottlieb street. Me and two other guys chased after him. We had no weapons. He pointed the weapons at us, and by the time security forces arrived, he had disappeared. I saw him right in front of my eyes and I identified him in the security camera footage.
"One of the guys, who wore civilian clothes, carried a weapon, but he did not draw his handgun," said Malka, who was cited on several news sources. "I don't know who the guy was. There were three or four of us. We told him to shoot, but he didn't fire. He didn't function, it seems he was in some kind of shock."
