If the U.S. Constitution requires “high crimes and misdemeanors” to justify impeaching a president, talk-radio giant Rush Limbaugh reasoned on his program Thursday, would nearly 2,000 illegal actions be enough to qualify?

Limbaugh quoted a July 29 Washington Post article by Juliet Eilperin – whom Rush called “so in the tank for Democrats it’s impossible to categorize” – that nonetheless reported the Obama administration has put into force 1,800 “technically illegal” executive branch regulations since 2012 alone.

“Over the past 2 1/2 years, the Obama administration has published hundreds of rules – on how wheelchairs should be stowed aboard U.S. aircraft, how foreign trade zones should be regulated, how voting assistance should be provided for U.S. citizens overseas and so on,” Eilperin reported. “There’s a problem, however: Technically speaking, these and about 1,800 other regulations shouldn’t be in effect, because they weren’t reported to Congress as required.”

In fact, according to Eiliperin’s report, Robert Cramer of the Government Accountability Office explained Obama’s failure to report the regulations to Congress is a “technical violation” of a 1996 statute and said, “The law says they can’t take effect.”

Nonetheless, they have.

“Since 2012, this administration has simply implemented nearly 2,000 regulations they didn’t report to anybody except the enforcement agencies. Two thousand!” Limbaugh exclaimed. “President Obama has just created 2,000 laws without Congress and without telling Congress. High crimes and misdemeanors!

“He’s acting outside the authority granted him by the Constitution over and over and over again, and yet, Republicans say his behavior has not risen to the level of ‘high crimes and misdemeanors,’” Limbaugh continued. “They’re just bending over every which way possible to try to convince people that they don’t hate Obama.”

The Obama administration Friday formally published proposals in the Federal Register to strengthen safety rules for trains carrying crude oil and other fuels, kicking off a two-month period in which the public can comment.

The proposals were prompted chiefly by the recent increase in oil shipped by rail from drilling in North Dakota's Bakken formation, which Transportation Secretary Anthony Foxx said last week necessitates “a new world order on how this stuff moves.” A train carrying crude derailed in Quebec last year, setting off an explosion that killed 47 people.

The Department of Transportation (DOT) proposed phasing out old rail cars for oil and other flammable liquids like ethanol, implementing new speed and braking standards for the trains and establishing a new testing and classification system for the fuels.

Foxx called the rules “the most significant progress” in protecting the country from explosions caused by trains carrying Bakken crude.

The department said it wants comments on three different possible rules for speed limits and three different options for the thickness of steel on cars.

The DOT also said it was not likely to extend the comment period beyond the 60-day standard, “given the urgency of the safety issues addressed in these proposals.”

Senior lawmakers say it's too early to say if the U.S. should withdraw from a historic arms control deal that has allegedly been breached by Russia.

President Obama spoke with Russian president Vladimir Putin on Friday about Moscow’s compliance with the 1987 nuclear missile treaty.

The U.S. charges Russia violated the Intermediate-Range Nuclear Forces (INF) Treaty when it tested a banned cruise missile.

The call came one day after the Russian Foreign Ministry dismissed the administration’s accusations as “unfounded,” adding to the deepening rift that between Washington and Moscow.

The U.S. imposed a new round of sanctions on Russia this week over Moscow’s meddling in Ukraine, where it is accused of providing weapons and training to insurgents fighting that country’s government.

Lawmakers said a U.S. withdrawal from the arms treaty should not be a first step, but should also not be off the table.

“I’d rather put the onus on the Russians than to take the position that we have to withdraw,” Sen. Robert Menendez (D-N.J.), chairman of the Senate Foreign Relations Committee, told The Hill. “But obviously if the Russians are unwilling to come into compliance, then you have to consider all options.”

“I think that there’s more of push towards getting Russia to come clean,” said Sen. Bob Corker (Tenn.), the panel’s top Republican. “That’s the first step, in treaties like this, people wish to take.”

Corker said he thinks there’s no question that Moscow broke the agreement.

Rep. Michele Bachmann, R-Minn., confided to WND that she was just astounded she could go from a “hell no” to a “yes” on a border bill overnight.

And just one day after House Speaker John Boehner, R-Ohio, had killed his own bill for lack of support, his colleagues passed a bill to fix the border crisis, supported by both moderates and conservatives, by a vote of 223-to-189.

Bachmann was ecstatic that the original border bill drafted by GOP leaders was “gutted” and in its place was a bill with such strong provisions that she considered it one of the high points of her 8-year career in Congress.

The congresswoman credited the efforts of grassroots voters who “melted the phone lines” on Capitol Hill, demanding a stronger bill. She also thanked WND and other conservative outlets for “letting people know this (original bill) was a fake border security bill.”

She said the new bill actually addresses border security by paying states to put National Guard troops on their border, doubling the funding allotted for that effort from $35 million to $70 million.

The lawmaker predicted the bill could slow down the flow of underage illegal immigrants crossing the border because it would tremendously speed up the processing of children. She said that instead of spending years in the legal system, minors would be held for no more than 14 days.

China has acknowledged the existence of a new intercontinental ballistic missile said to be capable of carrying multiple nuclear warheads as far as the United States, state-run media reported Friday.

A government environmental monitoring centre in Shaanxi said on its website that a military facility in the province was developing Dongfeng-41 (DF-41) missiles, the Global Times reported.

The DF-41 is designed to have a range of 12,000 kilometres (7,500 miles), according to a report by Jane's Strategic Weapon Systems, putting it among the world's longest-range missiles.

It is "possibly capable of carrying multiple independently targetable re-entry vehicles", the US Defense Department said in a report in June, referring to a payload of several nuclear warheads.

China's military is highly secretive, and the Global Times said it had not previously acknowledged the existence of the DF-41.

The original government web post appeared to have been deleted on Friday, but the newspaper posted a screengrab.

According to the poll, released Thursday, 42 percent of Americans say they are Democrats or they are Democratic-leaning independents, and 40 percent say they are Republicans or lean right.

But that advantage doesn't bode well when compared to historical patterns. The numbers parallel what Gallup found at the same point during similar midterm years of 1994, 2002, and 2010 that went strongly Republican at the polls, not what was measured when Democrats went strong in 1998 and 2006.
When paired with a June Gallup Poll that revealed that just 1 in 4 Americans are satisfied with the direction in which the country is heading, and showing that Obama's popularity is at the same low point as in 2010, the pollster said that the indicators are pointing to many difficulties for Democrats once again.
In 2010, when the president's job approval rating hovered around the 40 percent mark, Democrats ended up losing more than 60 House seats.
"Only two presidents have had lower job approval ratings in recent midterm elections — George W. Bush in 2006 and Ronald Reagan in 1982," Gallup pointed out in June.
"In those years, the president's party lost more than 20 seats, suggesting seat loss is not always proportional to presidential job approval, but underscoring the peril the president's party faces when his approval rating is below 50 percent."
In the more recent poll, Gallup noted that the indicators will not likely change by November, so the Democratic Party will have to "match or exceed Republican turnout this fall if they hope to keep control of the Senate and minimize the size of the Republican majority in the House."
Another issue is that more Republicans tend to vote than Democrats in midterm elections, and the advantage "leaves the Democratic Party politically vulnerable in midterm election years when they do not have a significant cushion in partisanship," said Gallup.

11.4 million Americans age 16 and over have left the workforce since President Obama took office in January 2009, according to data released today from the Bureau of Labor Statistics (BLS).
In July 2014, there were 92,001,000 Americans, 16 and over, who were classified as “not in the labor force,” meaning they not only did not have a job, but they didn’t actively seek one in the last four weeks.
This number has increased by 11,472,000 since January 2009, when the number of Americans not in the labor force was 80,529,000.
The number of Americans not in the labor force dropped slightly in July, down 119,000 from the 92,120,000 Americans not in the labor force in June.
The participation rate, which measures the percentage of the civilian non-institutional population that participated in the labor force by either having a job or actively seeking one, increased from 62.8 percent in June to 62.9 percent in July.
In July, the number of unemployed Americans increased by 197,000 (from 9,474,000 in June to 9,671,000 in July), meaning they did not have a job even though they were actively seeking one.

A federal court has ruled that the Obama Department of Justice must turn over to the non-profit watchdog group Judicial Watch an index of materials related to the “Fast and Furious” gun-running scandal that were withheld by the White House under executive privilege claims.

Judicial Watch sued because the government didn’t respond to its Freedom of Information Act requests in June and September of 2012.

The ruling by Judge John D. Bates of the U.S. District Court for the District of Columbia forces the Obama DOJ, for the first time, to provide a Vaughn Index, a detailed listing of all documents that it has withheld from Congress about the scandal along with justification for each withholding.

“Once again, Judicial Watch has beat Congress to the punch in getting key information about another Obama scandal – this time, the Fast and Furious outrage,” said Judicial Watch President Tom Fitton.

Fitton said the information could, for the first time, provide specific details about “who in the administration is responsible for Fast and Furious lies to Congress and the American people.”

“This is a battle that put Eric Holder in contempt of Congress, saw Nixonian assertions of executive privilege by Barack Obama and a hapless Congress in face of all this lawlessness.” Fitton said.

“Finally, we may get some accountability for Border Patrol Agent Brian Terry and the countless others murdered as a result of the insanely reckless Obama administration program,” he said.

House Republicans voted to proceed with a lawsuit against President Obama on Wednesday, saying that his executive actions are so extreme that they violate the Constitution.

The nearly party-line vote — all Democrats voted against it, and all but five Republicans voted for it — further agitated an already polarized climate on Capitol Hill as both parties used the pending suit to try to rally support ahead of the November elections.

Halfway across the continent, Obama almost gloated at the prospect of being sued.

“They’re going to sue me for taking executive actions to help people. So they’re mad I’m doing my job,” Obama said in an economics speech in Kansas City, Mo. “And by the way, I’ve told them I’d be happy to do it with you. The only reason I’m doing it on my own is because you’re not doing anything,” he said of Congress.

The clash came a day before Congress is scheduled to begin a 5¹ / ₂-week summer break and as must-pass bills on reshaping veterans’ health care and highway construction appeared headed for passage — while most everything else was not.

While a global settlement of the seemingly eternal patent spat between Apple and Samsung has yet to materialize, the dispute appears to be losing steam.
Apple says it will drop a cross-appeal against certain Samsung devices and accept the court's rulings.
Apple has already tried to get an injunction against these devices twice in the past, but was denied both times.
Apple's lawyers told the court this week that it will now will instead focus on winning an injunction in their second mobile device infringement trial.
Though Apple has dropped its cross appeal, Samsung is still trying to have the original jury verdict overturned, and Apple is still seeking injunctions against some devices from the second trial, which took place earlier this year.

GM IN S KOREA TO RECALL 14,000 CARS

GM Korea Co., the local unit of U.S. automaker General Motors Co., is recalling over 14,000 cars sold here for a defective front drive shaft that can separate from the front right wheel while on the road, the transportation ministry said Monday.

According to the Ministry of Land, Infrastructure and Transport, the vehicles’ front right axle shaft may “separate while driving on a curved road, possibly creating a condition where the power is not properly delivered to the wheel.”
The recall affects three vehicle models of a wide range of model years, including 5,920 Chevrolet Cruze compact passenger cars produced between July 24, 2008, and Dec. 30, 2010.

Another 8,521 units of the Alpheon luxury passenger vehicles produced between Aug. 13, 2010, and Feb. 23, 2011, are subject to the recall, plus 23 units of the Chevrolet Orlando manufactured between Dec. 13 and Dec. 29 of 2010.

S KOREA SEOUL MILITARY BASE TO RELOCATE SOUTH OF SEOUL CITY–TO OPEN UP FOR A CENTRAL PARK IN THE CENTER OF THE CITY OF SEOUL

South Korea and the United States will relocate the U.S. military headquarters in Seoul to south of the capital as planned because it is “a pledge to the people,” Seoul‘s defense chief said Tuesday.
In 2004, the allies agreed to relocate the Yongsan Garrison, the sprawling U.S. military headquarters in central Seoul, and the 2nd Infantry Division north of Seoul to Camp Humphreys in Pyeongtaek, some 70 kilometers south of the capital, by the end of 2016.
“The plan to relocate the U.S. bases will be implemented (as planned) as South Korea and the U.S. promised their peoples to do so,” Defense Minister Han Min-koo told reporters.
He also noted that “nothing has been decided” over whether to make an exception for the South Korea-U.S. Combined Forces Command in the relocation plan.
“The two sides are to have discussions over where to locate it and how to deal with relevant issues,” he said.
“Under the changing circumstances of the delay in our retaking of wartime command from the U.S., we are reviewing diverse ways on how to strengthen our joint defense system,” the defense chief said, without elaborating.

Opportunity, the little rover that could, has broken a 41-year-old driving distance record that’s out of this world. The decade-old NASA Mars rover has crossed the 25-mile mark, surpassing the 24.2-mile record held by the Russian moon rover Lunokhod 2.

Not too shabby for a rover that landed on the Red Planet in 2004 with a 90-day mission and an odometer geared for a roughly 0.6-mile drive, said John Callas, the mission’s project manager at NASA's Jet Propulsion Laboratory in La Canada Flintridge.

“No one in their wildest dreams thought the rover would last this long,” Callas said. “People made bets early on – ‘Maybe we can get to the first Martian winter,’ ‘Maybe we can get two years out of it’ – but no one thought that it would last this long.”

No one’s betting against Opportunity now. It may be aging, with an arthritic elbow and a somewhat disabled front wheel, but it has long outlived its twin rover, Spirit, and lasted roughly 40 times as long as it was supposed to.

LEARNING ANOTHER LANGUAGE PREVENTS DEMENTIA ACCORDING TO A STUDY FROM INDIA

Learning more than two languages helps prevent dementia in old age, a study suggests.

A team of researchers led by Subarna Alladi at the Nizam Institute of Medical Sciences in India looked at 648 dementia sufferers and found that those who spoke more than two languages ended up with dementia on average four years later than those who spoke just one.

The average age of the patients was 66. The findings were published in the journal Neurology on Wednesday.
Dementia is usually classified into three types: vascular dementia caused by blocked blood vessels, frontal or temporal dementia caused by loss of functions in those parts of the brain, and Alzheimer's disease caused by deteriorating nerves in the brain. 

According to the researchers, learning foreign languages helped prevent all three types.

Part of Obama's Arab-Israeli solution was "isolating those who seek conflict and instability." On foreign policy in general, he promised "sustained, direct and aggressive diplomacy — the kind that the Bush administration has been unable and unwilling to use."

In fact, we have done the opposite of isolating aggressors. Secretary of State John Kerry last week presented Israel with a cease-fire proposal he cooked up with Hamas supporters Qatar and Turkey, a deal to cave on all the terrorists' demands. The multiparty, contentious Israeli Cabinet then did what was thought impossible by rejecting a U.S. proposal unanimously.

On Sunday, President Obama and First Lady Michelle released a statement thanking Muslim Americans for their many “achievements and contributions… to building the very fabric of our nation and strengthening the core of our democracy.” 

The comments were made to mark the celebration of Eid-al-Fitr, a time of spiritual renewal for Muslims which comes at the end of the month-long fast of Ramadan. The Obamas said in their statement that Eid “celebrates the common values that unite us in our humanity” and “welcomed their commitment to giving back to their communities.” The International Business Times reports that during Eid, Muslims join in Islamic prayer, while saying "Allahu Akbar," or "God is Great," and feasting.

The statement further reads that the administration “wishes Muslims in the United States and around the world a blessed and joyous celebration.” The letter ended with salutation of “Eid Mubarak,” which roughly means “blessed celebration.”

The Obama administration is calling on Congress to fully repeal the war authorization in Iraq to ensure that no U.S. troops return to the country, which is under siege by the extremist Islamic State of Iraq and the Levant (ISIL or ISIS).

White House national security adviser Susan Rice petitioned Speaker of the House John Boehner (R., Ohio) in a letter Friday to completely repeal the war authorization, officially known as the Authorization for Use of Military Force in Iraq, or AUMF.

Rice’s letter was sent as Congress just hours before it approved a resolution opposing U.S. military intervention in Iraq, where the terrorist group ISIL claims to have established an Islamic caliphate.

“We believe a more appropriate and timely action for Congress to take is the repeal of the outdated 2002 Authorization for Use of Military Force in Iraq,” Rice wrote, according to a copy of her letter obtained by the Washington Free Beacon.

“With American combat troops having completed their withdrawal from Iraq on December 18, 2011, the Iraq AUMF is no longer used for any U.S. government activities and the administration fully supports its repeal,” Rice wrote. “Such a repeal would go much further in giving the American people confidence that ground forces will not be sent into combat in Iraq.”

The repeal would come at a complicated – and some argue dangerous – time in Iraq’s history.

ISIL has continued to make military gains as the Iraqi army struggles to combat the terror group’s campaign.

ISIL has already moved to impose an extreme form of Islamic law on Iraqi citizens, including ordering all women to wear a face veil and threatening violence for disobedience.

“When Speaker Boehner told me about Ms. Rice’s letter, I thought he was joking,” said Rep. Buck McKeon (R., Calif.), chairman of the House Armed Services Committee, in a statement.

“Obama Administration officials are warning us daily that the Islamic State in Iraq and Syria (ISIS) is ‘worse than al-Qaeda’ and an extreme threat to the American people,” McKeon said. “The American people aren’t worried that the president will send the military back to Iraq. They’re worried about a deadly terrorist state that can hit us from Wall Street to Main Street. They’re worried that this president refuses to do anything, at anytime, in any way, to stop the flood of national security crises that are popping up around the globe.”

The vicar of the only Anglican church in Iraq has warned the end for Christians in the country appears “very near” as he appealed for help after a deadline set by Islamic militants to convert or be killed expired.

Canon Andrew White, dubbed "the bishop of Baghdad" for his work at St George's church in the capital, spoke after the ultimatum handed to Christians in the northern city of Mosul by the Islamic State of Iraq Levant (Isis) to convert, pay a tax or be put to death passed last week.

For those Christians who did not comply with the decree by 19 July, Isis warned that "there is nothing to give them but the sword.” Many have since fled their homes and Rev. Andrew-White told BBC Radio 4 Today desperate Christians were trapped in the desert or on the streets with nowhere to go.

"Things are so desperate, our people are disappearing," he said. "We have had people massacred, their heads chopped off.

"Are we seeing the end of Christianity? We are committed come what may, we will keep going to the end, but it looks as though the end could be very near."

Ukrainian armed forces mounted a major onslaught against pro-Russian separatist fighters Sunday in an attempt to gain control over the area where a Malaysia Airlines plane was downed earlier this month.

A Miami-Dade judge is overturning the state's ban on same-sex marriage.

She stayed her order pending appeal.

The move comes a day after more than seven thousand people signed a petition supporting same-sex marriage that's being delivered to Florida Attorney General Pam Bondi.

Bondi's appeal triggered an automatic stay that put Monroe County judge Luis Garcia's order to issue marriage licenses to gay couples in the Keys on hold.

A Miami appellate court upheld the stay Wednesday.

That same appellate court will hear the case sometime in the future...its ruling would apply to the entire state.

Economic inequality in the United States has been receiving a lot of attention. But it’s not merely an issue of the rich getting richer. The typical American household has been getting poorer, too.

The inflation-adjusted net worth for the typical household was $87,992 in 2003. Ten years later, it was only $56,335, or a 36 percent decline, according to a study financed by the Russell Sage Foundation. Those are the figures for a household at the median point in the wealth distribution — the level at which there are an equal number of households whose worth is higher and lower. But during the same period, the net worth of wealthy households increased substantially.

The Russell Sage study also examined net worth at the 95th percentile. (For households at that level, 94 percent of the population had less wealth and 4 percent had more.) It found that for this well-do-do slice of the population, household net worth increased 14 percent over the same 10 years. Other research, by economists like Edward Wolff at New York University, has shown even greater gains in wealth for the richest 1 percent of households.

For households at the median level of net worth, much of the damage has occurred since the start of the last recession in 2007. Until then, net worth had been rising for the typical household, although at a slower pace than for households in higher wealth brackets. But much of the gain for many typical households came from the rising value of their homes. Exclude that housing wealth and the picture is worse: Median net worth began to decline even earlier.

Republicans are heavily favored to pick off seats of retiring Democrats in West Virginia and South Dakota, and appointed Sen. John Walsh’s (D-Mont.) recent plagiarism scandal has likely doomed his already-uphill race.

The best news for Democrats is that their four red-state incumbents are running strong campaigns and can’t be counted out just yet. 

Sens. Kay Hagan (D-N.C.) and Mark Begich (D-Alaska) seem to have the edge in their races, Sen. Mark Pryor (D-Ark.) is hanging tough, and Sen. Mary Landrieu (D-La.) isn’t dead yet.

Yoo Dae-kyoon, the eldest son of Yoo Byung-eun, denied charges of embezzlement on Sunday, as judges are expected to issue an arrest warrant for the junior Yoo, allowing prosecutors to detain him for further questioning.

Police arrested Dae-kyoon on Friday, shortly after officials had confirmed that an unidentified body found last month was in fact that of the senior Yoo. The Yoos had topped the police’s most wanted list for more than 70 days.

With Dae-kyoon in custody, prosecutors are now hoping to discover the extent to which the Yoo family contributed to the ferry accident. The 6,825-ton ferry Sewol sank in waters off Korea’s southwestern coast on April 16, leaving more than 300 dead or missing. Most of those killed were teenagers on a school trip.

A Korean man has once again denied rumors that he is to marry the youngest daughter of Russian President-elect Vladimir Putin.
The rumors, which were widely reported in the press, "are false," Yoon Joon-won (28) told TV Chosun in an interview on Friday.

Yoon has previously spoken about dating Yekaterina Putina for around 10 years. "But we stopped seeing each other a year and a half ago when the press first reported rumors of our impending marriage," Yoon said. "These days we speak to each other once in a while."

Some websites on Friday cited intelligence sources here as saying Yoon, the son of a former Korean Navy admiral, was scheduled to marry Putina (26) next month. "I don't know why these rumors keep surfacing even tough I’ve clearly stated they are not true," Yoon said. "I'm in Korea on business and not to prepare for my marriage."
Yoon used to work at the Russian branch of Samsung Electronics but resigned when the story first broke. He is reportedly working for a Russian state-run company now.

Meanwhile, Yekatarina Putina recently visited Korea and left on Friday, according to some news reports.
