"Chicago is a war zone," said Alexa James, the executive director of the National Alliance on Mental Illness-Chicago. "They (officers) are seeing the worst day of everybody’s life every day."

"Suicide is killing officers, alcohol is killing officers, at a far greater rate than ambushes, but there is not the same sense of urgency around this issue," said Christy Lopez, a former Justice Department official who led the Chicago federal probe.

Chicago police's suicide rate was 29.4 per 100,000 department members between 2013 and 2015, the report said, citing police union figures. The department disagreed in the report, putting the rate at 22.7 suicides per 100,000 members. Both estimates were higher than the national average of 18.1 law enforcement suicides per 100,000.

Security Council resolution regarding North Korea. Specifically, the bill expands sanctions to deter North Korea’s nuclear weapons programs, targets those individuals overseas who employ North Korean slave labor, cracks down on North Korean shipping and use of international ports, and requires the administration to determine whether North Korea is a state sponsor or terrorism.

"Defunding" Planned Parenthood

The AHCA would also prohibit federal funding from going to Planned Parenthood, mostly through Medicaid, for one year.
This would pause federal reimbursements for Planned Parenthood's reproductive health, maternal health, and child health services --- but not its abortion services because federal funds are already prohibited from being used for abortion.

What's the bottom line?

How the AHCA would affect you depends on your income, how you get your health insurance, and what kinds of health care you need.
  • For older, low-income Americans with health insurance from the individual market: Premiums could increase by $3,600 for a 55-year-old earning $25,000 a year and $8,400 for a 64-year-old earning $15,000 a year. AARP
  • For low-income Americans covered by Medicaid, the federal cap on support would likely lead to fewer benefits and higher out-of-pocket costs. AARP 5--18 million individuals are predicted to lose Medicaid coverage entirely. NYTimes
  • If you are covered through your employer, your employer would be allowed to stop providing coverage --- and that's made more likely because tax credits and the tax advantage for employer-provided coverage would be eliminated. But experts are split on whether the AHCA will affect employer coverage --- and even whether the ACA ever had any effect on employer coverage to begin with. NYTimes
  • Americans with income around $40,000-$75,000 who purchase an individual plan may be better off because the ACA's subsidies for low-income Americans would be spread out to income up to $75,000. USA Today (Unless premiums go up too.) If your income is below that, some of your subsidies are now going to go to other people with higher income.
  • If you have an income of $200,000 or more, or investment income, you can expect your tax bill to go down --- those making $1 million or morecan expect around $50,000 less in taxes each year.
Major changes to the health insurance market like the ACA and AHCA have far-reaching effects on federal spending and the economy. But experts polled by The New York Times are split on whether the AHCA will save the government or cost more because the AHCA lowers both government spending and tax revenue.

THE QUEEN OF ENGLAND CALLS FOR AN EMERGENCY MEETING - ANNOUNCEMENT TO COME

Speculation amongst Buckingham Palace staff was rampant last night as the Queen’s most senior aides called her entire household to an emergency meeting today.
Servants from royal residences across the country have been ordered to London and will be addressed this morning by the Lord Chamberlain, the most senior officer of the Royal Household, as well as Her Majesty’s right-hand man, Private Secretary Sir Christopher Geidt.
Even her longest serving staff were left in the dark about why the meeting was being called but multiple sources said it was ‘highly unusual’ and had sparked fevered talk about an imminent announcement concerning the monarch or her husband, the Duke of Edinburgh.
‘Everyone is on tenterhooks,’ said one.
‘Although meetings involving the entire royal household are occasionally called, the way this has been done at the eleventh hour is highly unusual and suggests that there is something major to be disseminated.
‘But at the moment, only those closest to her genuinely know what on earth this is all about.’

The U.S. House of Representatives will vote Thursday on a controversial Republican bill that would repeal and replace key parts of Obamacare, the GOP's majority leader said Wednesday night.
"We're going tomorrow, yes we are," said Majority Leader Kevin McCarthy, R-Calif.
Asked he if had the votes to win passage of the bill, McCarthy told NBC News, "Yes we do."
"We will pass this bill," McCarthy said. "I feel great about the [vote] count."
House Speaker Paul Ryan, R-Wisc., said several days ago that he would not hold the vote without having those winning votes in hand.

THE NEW 2017 BUDGET DEAL $1.16 TRILLION GETS $21 BILLION IN NEW DEFENSE SPENDING FOR A TOTAL OF $593 BILLION FOR THE MILITARY WHICH THE DEMOCRATS EMBRACED WITH A REJOICING JOY WITHOUT ANY KICKING OR SCREAMING ALL THE WAY HOME

Bipartisan congressional negotiators have agreed to a sweeping $1.16 trillion omnibus spending bill for 2017, with $593 billion for the military. The deal, if passed, would fund the government through Sept. 30. 

After funding the government at 2016 levels for more than half the fiscal year, Congress is expected to vote on a 2017 appropriations omnibus this week. The deal does not contain the border wall funding sought by President Donald Trump and opposed by Democrats, but it does contain $1.5 billion in border security funding. 
 
 
Republicans, who control Congress and the White House, sought to avoid a government shutdown that could reflect poorly on them, which provided leverage to Democrats, whose votes will likely be needed. Senate Minority Leader Chuck Schumer, D-N.Y., released a statement Sunday evening saying that the deal "is a good agreement for the American people, and takes the threat of a government shutdown off the table."

The deal contains less than half the $30 billion defense supplemental Trump sought, but $19.9 billion more than in the last year of the Obama administration. 

Adding in emergency funds, the Pentagon’s budget would total $598.5 billion for 2017, according to a House Appropriations Committee fact sheet.

The bill contains $21.2 billion 13 Navy ships, including three DDG-51 guided missile destroyers, three littoral combat ships, one LPD-17 amphibious transport dock, and a down payment on future polar icebreaker procurement.

The bill funds 74 F-35 fighter jets at $8.2 billion, with $1.1 billion  for 14 F/A-18E/F Super Hornets—a dozen more than requested. There’s also $2.6 billion for 15 KC-46 tanker aircraft and  $1.3 billion for 17 C-130J aircraft variants.

JAPAN'S HATE STILL LINGERS AS AN AFREECA KOREAN INTERNET BROADCASTER GETS AN EARFUL OF HATRED SPEECH WHEN TOLD TO GO OUT FROM THE ESTABLISHMENT AS LAUGHTER GROWS IN THE BACKGROUND EVEN BEFORE ENTERING

Korean and Japanese netizens are raging against a man who used racial expletives to a Korean internet broadcaster visiting Japan.

Video jockey Kim Min-sung, known as BJ Minsung on internet broadcaster Afreeca TV, heard the insults when he tried to enter an eatery as he filmed himself with a selfie stick in Kyoto on April 29.

Kim opened the door and asked "Is this a restaurant or a bar?" in Japanese. But as he was closing the door to leave, a man said to him "Fxxxing Korean" and "Go out." Frustrated and upset, he walked away.

"I am swallowing my anger because I do not want to escalate this into a fight," Kim told viewers of his show. "I wanted to say something back to the guy but my Japanese is not that fluent."

The incident spread online as Kim's fans posted the clip on YouTube.
