Russian military forces are massing near Ukraine’s eastern borders, increasing fears that Moscow is planning a larger military incursion into the former Soviet republic.

Photographs of Russian tanks were posted on Facebook Thursday revealing one tank column near the town of Sudzha, Russia—within five miles of the border with Ukraine.

In Kiev, the Foreign Ministry said Wednesday that Russian military forces were staging troops on the Ukrainian-Russian border and are continuing to expand military forces in the southern Black Sea peninsula of Crimea, which Moscow is attempting to take over.

Ukrainian Foreign Ministry spokesman Yevgeniy Perebiynis told reporters that the massing of Russian troops in the northeastern and north central border regions at a briefing on Wednesday.

According to Russia’s Interfax news agency, some 50 Ukrainian border service facilities have been blockaded or seized by Russian troops.

President Obama on Tuesday laid out a $3.9 trillion budget proposal for 2015 that is unlikely to have much of an impact in Congress but stands as a reaffirmation of Democratic priorities ahead of the midterm elections.

"The budget is not just about numbers, it's about our values and it's about our future," Mr. Obama said from a classroom at Powell Elementary School in Washington, D.C. The setting illustrated the Democrats' insistence that, in spite of conservative concerns about government spending, investments in areas like education and infrastructure will pay off.

"These kids may not be the most excited people in town on budget day, but my budget is designed with their generation and future generations in mind," the president said. "It is a road map for creating jobs with good wages and expanding opportunity for Americans. And, at a time when our deficit has been cut in half, it enables us to meet our obligations to future generations without a mountain of debt."

Spurning continued Republican calls for robust deficit reduction, Mr. Obama has left out the 2015 proposal the controversial Social Security cuts that he included in past budgets. It instead calls for ambitious investments in transit infrastructure, paid for through tax reform, and the expansion of programs designed to reduce poverty like the Earned Income Tax Credit (EITC).

Taxpayers have paid more than $2.4 million to develop “origami condoms,” including male and female versions, and the “first of its kind anal condom.”

Out to “reinvent the condom,” Los Angeles businessman Danny Resnic has completed the first rounds of testing for three variations based on Japanese folding paper, courtesy of the National Institutes of Health.

The Eunice Kennedy Shriver National Institute of Child Health and Human Development initially spent $212,162 for a feasibility study on Resnic’s “new condom” in 2006. The idea was a non-rolled, silicone-based condom that “increases pleasure” and is more effective at preventing sexually transmitted diseases.

Could a White House spell-off be in the works between President Obama and former Vice President Dan Quayle?

In a throwback to the latter's infamous misspelling of the word "potato," Obama accidentally misspelled "respect" while introducing singer Aretha Franklin during a tribute to "Women of Soul" at the White House Thursday. 

“When Aretha first told us what … R-S-P-E-C-T meant to her,” Obama said, pausing briefly before the audience began laughing, apparently realizing his mistake. “She had no idea it would become a rallying cry for African Americans and women and anyone else who felt marginalized because of what they looked like, who they loved. They wanted some respect.”

Also looking for some respect is Quayle, who in 1992 was schooled by a sixth grader on how to spell potato.

Quayle was at the Munoz Rivera Elementary School spelling bee in Trenton, N.J., when he relied on a notecard provided by the school on the spelling of the word potato, a word used in the contest. The notecard incorrectly added an “e” to the end of the word, and Quayle advised the student to spell it that way.
