Samsung Electronics and LG Electronics are gearing up for a battle over high-resolution smartphone displays next month.
Samsung is set to unveil its 5.2-inch Galaxy S5 Prime with a quad high-definition (2560x1440) display in June, according to recent media reports.
“Samsung Electronics was supposed to use a QHD display for its Galaxy S5, but it failed due to the high cost. As the Galaxy S5 Prime will be rolled out in small quantities, it is highly likely that QHD will be adopted,” said an anonymous source from Samsung. Samsung’s organic light-emitting diode QHD display is more difficult and costly to make than LG’s liquid-crystal QHD display.
The Galaxy S5 Prime will reportedly undergo an interoperability test this week to demonstrate that it is ready for the market. Such tests usually take one or two months.
LG Electronics also said it would unveil its new marquee smartphone, the G3, with a QHD display at the end of May or beginning of June at its earnings briefing last Tuesday.
LG plans to hold global events to promote the G3 in six cities including London, New York and Seoul from May 27 to 28. “The G3 will hit the global market within a month after it is rolled out in Korea,” a source said.

Despite the unemployment rate plummeting, more than 92 million Americans remain out of the labor force.
The unemployment rate dropped to 6.3 percent in April from 6.7 percent in March, the lowest it has been since September 2008 when it was 6.1 percent. The sharp drop, though, occurred because the number of people working or seeking work fell. The Bureau of Labor Statistics does not count people not looking for a job as unemployed.
The bureau noted that the civilian labor force dropped by 806,000 last month, following an increase of 503,000 in March.
The amount (not seasonally adjusted) of Americans not in the labor force in April rose to 92,594,000, almost 1 million more than the previous month. In March, 91,630,000 Americans were not in the labor force, which includes an aging population that is continuing to head into retirement.

The Environmental Protection Agency (EPA) paid out nearly $500,000 in unauthorized bonuses, according to a report released by the EPA Inspector General Friday.
An Inspector General (IG) investigation found that 11 EPA employees received $481,819 in unauthorized retention bonuses between 2006 and 2013. The bonuses are meant to incentivize employees who receive other job offers.
The bonuses are supposed to be reauthorized annually, but for 10 of those EPA officials, the IG could find no evidence that their bonuses were reviewed, as required by federal regulations and EPA policies.
One EPA employee received $77,204 in unauthorized pay over five years, even though he had only been approved for a one-year retention bonus.
Another employee received incentive pay for four years totaling nearly $105,000, even though the bonus should have been terminated in 2009 because he was promoted.

They could have politely issued an invitation, but lawmakers investigating the Benghazi scandal, having lost all patience with what they see as stonewalling by the Obama administration, have subpoenaed Secretary of State John Kerry to testify before Congress, which will compel him to appear.
The subpoena requires Kerry to appear before the House Oversight and Government Reform Committee at a public hearing May 21.
In a blistering letter accompanying the subpoena, Chairman Darrell Issa, R-Calif., wrote to Kerry that the State Department’s response to the congressional investigation of the Benghazi attack has shown “a disturbing disregard for the Department’s legal obligations to Congress.”
Issa pulled no punches, adding: “Compliance with a subpoena for documents is not a game. Because your Department is failing to meet its legal obligations, I am issuing a new subpoena to compel you to appear before the Committee.”
On April 17, the State Department informed the committee that it was finally producing previously unreleased emails that had been subpoenaed.

People continued to flock to a temporary altar for the victims of the ferry disaster on Sunday, the 12th day since the ship sank with over 470 passengers off the southwest coast.
The altar set up at a gymnasium in Ansan, Gyeonggi Province drew over 90,000 people who wanted to mourn the victims. On Saturday, the queue stretched for 1 km.

Dominance of ‘American’ English
English has been a subject of envy and a means of social advancement in Korea since it opened its doors to Western powers in the early 1900s.
It gained cachet when U.S. troops entered Korea after the Japanese colonial rule ended in 1945.
Kang Jun-man, media professor at Chonbuk National University, portrayed English as “the most powerful survival tool under the new occupation of the U.S. forces” in his recent publication “Koreans and English.”
In his book, released this month, Kang offers social, cultural and political explanations behind Koreans’ passion for English learning.
After U.S. troops took control of South Korea, being able to speak English and communicate with Americans became a “symbol of authority,” Kang wrote.
The first president of the Republic of Korea, Syngman Rhee, was one of the first Koreans to have studied English at the country’s first secondary school, founded by an American missionary.
English was a matter of survival in the ’60s and ’70s, when the country focused its energy on economic development through exports.
Companies encouraged employees to learn English and private language institutions flourished.
In a Chosun Ilbo column published on Oct. 22, 1961, the author wrote, “It seems like if you don’t know English, you can’t live confidently in this society.” Another article dated Feb. 5, 1970, reported on Korea’s English study boom. “Officials at The Ministry of Commerce take English classes at 8 a.m. and 5 p.m. The class starts with ‘Are you a student? Yes, I am.’”
Measure of social status
It was in the ’70s when the Korean government started to officially discuss English education for all children. In the ’80s, the debate emerged on whether children should learn English at an early age. English officially became a subject in elementary school after Korea hosted the 1988 Summer Olympics in Seoul.
Under the globalization movement in the ’90s, English proficiency became an important indicator of the level of globalization realized at a national and a personal level. Parents who could afford to send their children overseas had their children study in English-speaking countries. Others willingly spent large amounts of their household budget on private English education.
The amount spent on private English tutoring reached 600 billion won ($578 million) in 1996. The number of children aged between 6 and 10 leaving the country to study English soared from 35,000 in 1993 to 60,000 in 1995, according to data from the immigration office at Gimpo International Airport.
While a child’s English fluency was more determined by his or her family’s economic status, a new social divide emerged, causing a tragic incident in 1999.
The 1999 tragedy and thereafter
In July, 1999, two men in their 20s beat a 19-year-old college student to death. The attackers said they were annoyed by the student, who had been talking to his friend in English. The student, who died of a concussion, was reported to have been practicing English with his classmate on a subway platform in Seoul.
While English has been an important part of the lives of Koreans for many years, the use of the language in Koreans’ daily lives is limited. The use of English is usually limited to textbooks, business letters and meetings.
“Koreans don’t really get to speak the language in everyday life. The situations the language are broadly used in are official ones like business presentations and official conferences. And this created the false perception that the language should be spoken formally without grammatical errors,” explained Lee Byung-min, English education professor of Seoul National University, in an email interview.
Lee attributed the phenomenon to the test-driven education system.
“Koreans whose English has been evaluated through standardized testing develop a fear or hatred of the language. They think all the sentences coming out of their mouth have to be grammatically correct. But it’s impossible to be fluent in the language without making mistakes.”

FOOTAGE OF THE RESCUE SEWOL ATTEMPT BY THE KOREAN COAST GUARD WAS LEFT TO BE DESIRED
The footage was spliced together from clips taken from the Korea Coast Guard Cutter 123 from 9:28 a.m. until 11:17 a.m. A Coast Guard official told reporters, "We postponed revealing the footage since it was submitted to the joint investigation committee but decided to show it in order to dispel suspicions that we are trying to hide it."
It shows the 100-ton cutter and 14 crew arriving at the scene of the accident at around 9:30 a.m. The Sewol was at the time listing 50 to 60 degrees to port. The cutter avoided getting close to the ferry. "It could have gotten crushed by the Sewol if it came too close," said one Coast Guard official.

The presence of foreign troops is a sensitive issue in the Philippines, a former American colony.

The Philippines has turned to Washington, its longtime defense treaty ally, to help modernize its navy and air force, which are among Asia's weakest.
Chinese paramilitary ships took effective control of the disputed Scarborough Shoal, a rich fishing ground off the northwestern Philippines, in 2012. Last year, Chinese coast guard ships surrounded another contested offshore South China Sea territory, the Second Thomas Shoal, where they have been trying to block food supplies and rotation of Filipino marines aboard a grounded Philippine navy ship in the remote coral outcrops.

A Russian intelligence-gathering ship has been operating off the U.S. East Coast and near the Gulf of Mexico for the past month, the Pentagon said Thursday.
“We are aware that the Russian ships Viktor Leonov and Nikolay Chiker are currently operating in waters that are beyond U.S. territorial seas but near Cuba,” said Lt. Col. Tom Crosson, a Pentagon spokesman. “We respect the freedom of all nations, as reflected in international law, to operate military vessels beyond the territorial seas of other nations.”
The Leonov is an intelligence gathering ship outfitted with high-tech electronic spying gear. The Chiker is an ocean-going naval tug that has been accompanying the spy ship on its mission.
Pentagon officials suspect the ships were part of a spying operation since March against the U.S. nuclear missile submarine base at Kings Bay, Ga. and other U.S. military facilities
Both ships were detected operating off the coast of Florida near the U.S. Naval Station Mayport, Fla., which is south of the Naval Submarine Base Kings Bay.
The Russian intelligence gathering coincides with heightened tensions between the United States and Russia over Moscow’s recent military annexation of Ukraine’s Crimea.

A middle school teacher reportedly admits that she gave a student a birthday lap dance in front of the entire class.
KHOU-TV reports that 42-year-old Felicia Smith gave the lap dance to a 15-year-old boy inside a Stovall Middle School classroom on Feb. 26.
According to court documents, Smith stopped the teenage boy from going to his next class and the entire class told him to sit down in a chair placed in the front of the room.
The Houston Chronicle reports Smith then gave the boy a “full-contact lap dance” and the boy told authorities she touched him all over his body, including placing her head between his legs.
At the end of the four-minute long lap dance, Smith reportedly told the boy, “ I love you, baby. Happy birthday.”
THE KOREAN TEENAGER “CHOI” WHO FIRST DIALED 119 OF THE SEWOL SINKING HAD HIS BODY HONORED BACK TO THE PARENTS
The Danwon High School student who was the first to report that the ferry Sewol was sinking last week has been found dead.
The body of the 17-year-old identified only by his surname Choi was handed over to his parents on Wednesday. He was the 141st victim of the disaster to be found dead.
Choi dialed 119 emergency services at 8:52 a.m. on the fateful morning to report that the vessel appeared to be in trouble. After being automatically connected to emergency services in South Jeolla Province, his distress call was relayed to the Korea Coast Guard.
But a Coast Guard official wasted valuable time by asking the student to provide the "exact coordinates" of the vessel and what type of ship it was.
The Korea Coast Guard in the southwestern port city of Mokpo finally pinpointed the Sewol's location at 8:56 and alerted rescue helicopters and ships.
It was later revealed that Choi made his distress call 15 minutes earlier than the crew of the Sewol.

As temperatures plunged to 16 below zero in Chicago in early January and set record lows across the eastern U.S., electrical system managers implored the public to turn off stoves, dryers and even lights or risk blackouts.
A fifth of all power-generating capacity in a grid serving 60 million people went suddenly offline, as coal piles froze, sensitive electrical equipment went haywire and utility operators had trouble finding enough natural gas to keep power plants running. The wholesale price of electricity skyrocketed to nearly $2 per kilowatt hour, more than 40 times the normal rate. The price hikes cascaded quickly down to consumers. Robert Thompson, who lives in the suburbs of Allentown, Pa., got a $1,250 bill for January.
"I thought, how am I going to pay this?" he recalled. "This was going to put us in the poorhouse."
The bill was reduced to about $750 after Thompson complained, but Susan Martucci, a part-time administrative assistant in Allentown, got no relief on her $654 charge. "It was ridiculous," she said.
The electrical system's duress was a direct result of the polar vortex, the cold air mass that settled over the nation. But it exposed a more fundamental problem. There is a growing fragility in the U.S. electricity system, experts warn, the result of the shutdown of coal-fired plants, reductions in nuclear power, a shift to more expensive renewable energy and natural gas pipeline constraints. The result is likely to be future price shocks. And they may not be temporary.
One recent study predicts the cost of electricity in California alone could jump 47% over the next 16 years, in part because of the state's shift toward more expensive renewable energy.
