CHINA is fighting tooth and nail against an impending ruling over a fiercely disputed strategic zone.
The Hague’s Permanent Court of Arbitration will on Tuesday deliver its verdict on the South China Sea and the scramble for the world’s busiest shipping lanes.
But Beijing has said it will reject the tribunal’s decision on the case brought by the Philippines, contesting China’s rapid development of artificial islands and bases on the reef.
The Philippines is just one of several southeast Asian states that lay claim to part of this key transit route, in a war of wills that has sparked fears of a military conflict that could disrupt global trade.
Vietnam, Malaysia, Brunei and Taiwan are all involved in the territorial disputes, and Indonesian President Joko Widodo has instructed the military to increase maritime patrols over the waters off Natuna Islands in response to increasing tensions with China, which it claims has up to 20,000 militia fishermen in the region.
The United States yesterday urged respect for the tribunal’s decision and recommended “all claimants to avoid provocative actions or statements.”

Efforts to eradicate modern slavery in the UK are failing, with the number of potential victims being trafficked into Britain rising by 245% over the last five years, according to official figures.


Police and other authorities identified 3,266 people last year thought to have been the victims of modern slavery compared with 946 in 2011, a rise that has prompted disquiet among MPs and charities.


The figures from the National Referral Mechanism – a government safeguarding framework that aims to help potential victims of trafficking – reveal a steady rise of potential slavery victims over the last five years, with the single largest annual increase between 2014 and 2015 when nearly 1,000 extra cases were recorded.


Although ministers believe the figures suggest more victims were willing to come forward for help, others are urging the police to step up their efforts and argue the statistics confirmed that trafficking and slavery are thriving in the UK.


Tim Farron, leader of the Liberal Democrats, said: “Police forces can and must do more to crack down on this barbaric crime. Slavery is abhorrent and has absolutely no place in the world. It is utterly gut-wrenching to think about people in bondage, in Britain, being held against their will.”

An award-winning bullfighter has been gored to death live in front of hundreds of terrified spectators - the first matador fatality in Spain since the turn of the century.
Segovia bullfighter Víctor Barrio, 29, suffered a mortal blow during his performance screened on television, in the town of Teruel in Aragon, Eastern Spain.
The performer was rushed to hospital unconscious but doctors could not do 'anything' to resuscitate him and save his life.
He rolled to the ground in a painful somersault after the 87 stone beast caught him while he tried to deflect it with 'muletazo' manoeuvre, reports La Razon.es.


In a tragedy that rocked the bullfighting world this Saturday, the third bull of the day snagged him in the side, rammed him to the ground and gored him the chest.
The Los Maños bred bull, named Lorenzo, had reportedly been struggling but caught the showman off guard as the torero waved his crutch.
The matador met his match at the annual festival named Feria del Ángel, reports El Mundo.
The horrific goring was shown live on TV, and viewers have uploaded footage of the scene on social media.

There were 94,517,000 Americans not participating in the labor force in June, a decline of 191,000 people from the previous month, according to data released by the Bureau of Labor Statistics on Friday.

The bureau counts those not in the labor force as those who do not have a job and did not actively seek one in the past four weeks.

The labor force participation rate, which is the percentage of the population that has a job or actively looked for one in the past month, increased from 62.6 percent in May to 62.7 percent in June.

There was a record-high number of women 16 years and over not participating in the labor force in June. There were 56,855,000 women not in the labor force in June, an increase of 130,000 from the previous month. Their participation rate declined from 56.7 percent in May to 56.6 percent in June.

The unemployment rate for all Americans and for women increased from 4.7 percent in May to 4.9 percent in June. This measure does not account for those individuals who have dropped out of the labor force. The unemployment rate simply measures the percent of those who did not have a job but actively sought one over the month.

President Barack Obama is harnessing the increasing attacks on police in Dallas — and the periodic shootings of people by stressed cops — to push his agenda to federalize state and local police forces. 
“I want to start moving on constructive actions that are actually going to make a difference,” he said during his evening press conference in Poland when he was asked about the Dallas attack.


Those actions, he said, would  be based on the recommendations of the panel that he picked after the 2014 street riots in Ferguson, Missouri. The panel offered “practical concrete solutions that can reduce — if not eliminate — the problems of racial bias,” Obama said.


The dramatic shootings are an opportunity to push that agenda, Obama said. “If my voice has been true and positive, my hope would be that… [the panel] surfaces problems, it frames them, it allows us to wrestle with these issue and try to come up with practical solutions,” he said.


Obama began touting the panel’s recommendations in March 2015. The report, titled “President’s Task Force on 21st Century Policing Report,” was published in May 2015.

As rape cases increase, many Korean women are seeking strong devices to protect themselves.
Some women have cited a female condom called the "Rape-aXe" as the weapon to fight sexual assault.
The anti-rape device, invented by South African doctor Sonnet Ehlers, features jagged rows of teeth-like hooks that latch on to an attacker's penis. The device is inserted like a tampon.
"It hurts, he cannot pee and walk when it's on," Ehlers said. "If he tries to remove it, it will clasp even tighter."
But she said the condom will not break the skin to cause fluid exposure.
About 30,000 of the condoms were distributed free during the 2010 South African World Cup.

The flagship newspaper of China's ruling Communist Party on Wednesday warned Washington that there would be a "price" to pay if it crosses China's "bottom line" by meddling in disputes over the South China Sea.
The People's Daily editorial comes as Beijing ramps up efforts to assert its stance ahead of a ruling by an international tribunal in a case filed by the Philippines challenging China's claims to most of the South China Sea. China is boycotting the case before The Hague-based court and says it will not accept the verdict.

Seoul and Washington said Friday they plan to complete the stationing of advanced U.S. missile defense assets in the South within next year, adding that this will help counter North Korea’s growing nuclear and missile threats.

Following five months of consultations, the two countries said they have decided to deploy the Terminal High Altitude Area Defense system here and expect to unveil the site “within a couple of weeks.”

Despite Beijing’s stringent opposition, the allies reiterated that the plan would not undermine its “strategic deterrence,” pledging continued efforts to seek neighboring countries’ understanding.

“With North Korea’s nuclear and missile threats escalating, given its recent test of a Musudan missile, we’ve been accelerating talks with the U.S. to announce a deployment decision at an early date so as to display our resolve to sternly respond and minimize unnecessary speculation and dispute surrounding the plan,” South Korea’s Deputy Defense Minister Yoo Jeh-seung told reporters.

“Our goal is to begin operating THAAD no later than the end of 2017, and we will make utmost efforts to deploy it sooner than the target timing.”

AMAZON WITH ITS OWN WAREHOUSE ROBOT ARMY MARCHES ONWARD - AS COMPANIES COMPETE FOR THE PRICE TO WIN THE FUTURISTIC JETSON SERVICE JOBS THAT HUMANS CURRENTLY PERFORM

Amazon’s progress toward an army of helpful robots is one step closer: a prize for the best warehouse-working “picker” machine has gone to a robot designed by a team from TU Delft Robotics Institute and Delft Robotics, both based in the Netherlands.

The competition was held in conjunction with Germany’s Robocup in Leipzig. Announced on Monday, the winners took home $25,000, while the university of Bonn’s NimbRo won $10,000 for second place and Japanese firm PFN was awarded $5,000 for third.


The contest, in Amazon’s words, “aimed to strengthen the ties between the industrial and academic robotic communities,” and ended with slightly fewer than half of the entrants scoring more than 20 out of 40 possible points, according to a report in TechRepublic. The technology is advancing quickly: all of those contestants would have surpassed the highest scorer in the previous Picking Challenge, held just three years ago.


To compete, on 29 January the robots tried to perform a number of tasks using “books, cubic boxes, clothing, soft objects, and irregularly shaped objects” and a box provided by Amazon. The robots had to take items out of the box and put them on the correct shelf, and remove shelved items and put them into the box.


Object recognition is difficult for robots. A UC Berkeley project from six years ago was hailed as a breakthrough when the robot developed by the university’s team was able to fold five never-before-seen towels over the course of an hour and 40 minutes. The team produced a video sped up 50 times for those in a hurry.


The project is close to what the US military division Darpa asked robots to do during its Robotics Grand Challenge in Pomona, California, in 2015. The idea of robots surpassing humans in service jobs or on the battlefield tends to give spectators pause, but for the moment, at least, the human factor isn’t going anywhere. The Delft team’s robot scored very high on the list of of tasks, but it still failed more than 16% of the time.


TechRepublic points out that the robots were able to retrieve 100 items an hour, where humans are able to retrieve 400 items per hour, and the human would be unlikely to drop 67 of those items.

EXPERTS estimate more than 10 million Android devices around the world have been infected by malware linked to a Chinese company.
Cybersecurity specialist Check Point has been tracking the malware called HummingBad since its discovery in February and claim there has been a spike in infected devices.
In a new report, Check Point said the malware was a multistage attack chain with two main components, which first infected Androids when people visited certain websites.
“The first component attempts to gain root access on a device with a rootkit [software] that exploits multiple vulnerabilities. If successful, attackers gain full access to a device,” the report read.
“If rooting fails, a second component uses a fake system update notification, tricking users into granting HummingBad system-level permissions.”
According to Check Point, an otherwise legitimate mobile advertising analytics agency based in Beijing known as Yingmob is responsible for the malware.
“Yingmob has several teams developing legitimate tracking and ad platforms. The team responsible for developing the malicious components is the “Development Team for Overseas Platform” which includes four groups with a total of 25 employees,” the report read.
The cybersecurity firm’s analysis detailed Yingmob was using the malware to generate fraudulent advertising revenue through the forced downloading of apps and clicking of ads, which was making the company as much as $A402,000 per month.
“Yingmob may be the first group to have its high degree of organisation and financial self-sufficiency exposed to the public, but it certainly won’t be the last,” the report read.

Several drug dealers and addicts in the Philippines have turned themselves in to authorities after the country's new President, Rodrigo Duterte, declared war on dealers and permitted killing them.
More than 300 suspects in Manila and 130 in Davao Del Sur have surrendered to authorities in fear of death, according a local news station.
The high turn-in rate comes after police killed 60 drug dealers on May 9, after Duterte said he would wipe out drugs.
Police have said that before the massive crackdown they will treat drug dealers who turn themselves in as victims. They also promised to support rehabilitation for them.
This has led to an oath ceremony in some parts of the country where drug dealers and addicts have sworn to give up drugs. Although Duterte's hard line has been viewed by some as a violation of human rights, he firmly believes in his policy.
"To die is better than committing crimes while living as an addict," he said on a visit to Cebu Sunday.
Duterte was inaugurated on Thursday at the presidential palace in Manila.

The airport said Thursday that it will deploy 15 robots for a trial run until August 2017.

Robots will eventually also handle security checks, issue boarding passes and serve food and drinks in airport lounges.
