Competition between the United States and China over control of the
South China Sea took center stage this week as President Obama opened up
Vietnam to greater U.S. arms sales while China’s military intelligence
chief met with a senior Russian general.
Obama announced that the United States is fully lifting a 41-year
arms embargo against Vietnam, which has been locked in a dispute with
China over control of the Paracel Islands.
The closer U.S.-Vietnam defense cooperation will include patrol boats
and training for Vietnam’s coast guard that has been increasingly
challenged in protecting Vietnamese fisherman by Chinese maritime law
enforcement forces.
“Big nations should not bully smaller ones,” Obama said in an indirect reference to China’s maritime disputes in the region.
China’s Communist Party-controlled newspaper Global Times stated in an editorial that ending the arms embargo is part of a U.S. policy to contain China.
In Beijing on Tuesday, China’s most senior military intelligence
official, Adm. Sun Jianguo, held talks with Russia’s deputy chief of the
general staff, Lt. Gen. Sergei Rudskoy. The meeting between the two
military leaders highlights what analysts say is a growing anti-U.S.
alliance between Moscow and Beijing.
The Pentagon had no immediate comment on what weapons will be offered
to Vietnam, a communist state that defeated the United States in the
Vietnam War after taking over South Vietnam in 1975.
Increased U.S. military aid as part of the Pentagon’s Asia maritime
security initiative will total $425 million in military aid over five
years. Hanoi will also be provided with 18 MetalShark 45-foot patrol
boats.
The lifting of the arms embargo, which has been loosened twice in the
past, will provide Vietnam with “greater access to the equipment you
need to improve your security,” the president said.

The court-ordered discovery to uncover details about former Secretary of State Hillary Clinton’s email system has produced the first testimony from her top aides. This week we released the deposition transcript of Ambassador Lewis Lukens, former deputy assistant secretary of state and executive director of the State Department’s executive secretariat. The transcript is available here. We deposed Amb. Lukens as part of the discovery granted to Judicial Watch by U.S. District Court Judge Emmet G. Sullivan in response to our Freedom of Information Act (FOIA) lawsuit involving Clinton’s unsecured, non-government email system ( Judicial Watch v. U.S. Department of State (No. 1:13-cv-01363)). Lukens testified that he thought it was not unusual that Mrs. Clinton did not ask him to create a State Department email account for her. He testified that he understood that her BlackBerry use was only to “stay in touch with friends and family.” Lukens, according to his testimony, saw Clinton “maybe a half a dozen times” positioned “in the hallway outside the SCIF [Sensitive Compartmented Information Facility] standing there looking at her BlackBerry.” Lukens testified that he saw Mrs. Clinton with her BlackBerry on foreign trips and that her aide Huma Abedin carried around two BlackBerrys. Q. And so what did you — did you propose a solution at that point?
A. So my proposal was to set up a computer on her desk, a standalone computer, for her to be able to access the Internet to check her e-mails.
*** Q. Do you know if this setup would have been any different from the setup of other employees?
A. Yes, this would have been different.
Q. How would it have been different?
A. My understanding is that most of the employees’ computers in the State Department are connected through the State Department’s OpenNet e-mail system, Internet system.
Q. So this one would have been separate from the OpenNet system?
A. Correct.Ultimately, according to his testimony, the computer was not set up for Mrs. Clinton. Lukens is the first of seven depositions of former Clinton top aides and State Department officials that we have scheduled over the next four weeks. Also to be deposed are Cheryl Mills (her deposition is happening today, in fact) and Huma Abedin, as well as top State Department official Patrick Kennedy, and former State IT employee Bryan Pagliano. In granting the discovery, U.S. District Court Judge Emmet G. Sullivan noted that “based on information learned during discovery, the deposition of Mrs. Clinton may be necessary.” It is noteworthy that this key State Department witness was insistent that he didn’t know Clinton was using non-State.gov emails and computer equipment for government business. It suggests the agency is seeking to distance itself from Mrs. Clinton’s conduct.

China has spent more than $100 billion since 2000, buying or making significant investments in 1,900 companies. That flow is accelerating: In the first quarter of this year, Chinese firms had $30 billion in pending or completed deals, according to Stephen Orlins, head of the National Committee on U.S.-China Relations, a New York-based organization that researches the two countries’ ties.
The Chinese purchasers, many of them state-owned or with close government ties in Beijing, are responsible for almost 100,000 American jobs, according to a recent report by Orlins’ organization and the Rhodium Group, a New York company that provides research on global business trends to U.S. and foreign companies.
One of those jobs is held by Brad Meltzer, president of Plaza Construction Florida, which is building One Thousand Museum, set to open by next spring with a $49 million penthouse and condos starting at $5.7 million.
The Miami-based company’s parent group, Plaza Construction, is headquartered in New York. It’s owned by China Construction America of Jersey City, N.J., a subsidiary of China State Construction Engineering LTD in Beijing. “That investment has offered us dynamic growth opportunities,” Meltzer told McClatchy.

About 450,000 condoms
will be distributed during the Rio de Janeiro Olympics, three times more
than for the London Games four years ago, the International Olympic
Committee says.
Part of the reason was because
100,000 female condoms will be available for the first time, along with
350,000 condoms for men. About 175,000 packets of lubricant are also
being supplied.
The IOC says the condoms would encourage 10,500 athletes and staff to practice safe sex.
It's
not clear if the increase is related to Brazil's outbreak of the Zika
virus. The Associated Press asked the question of the IOC in an email on
Friday but did not receive an immediate response.
The
Zika virus is carried by mosquitoes, but can also be transmitted
sexually. The virus is linked to microcephaly, a condition in which
babies are born with undersized brains and skulls.
The
condoms will be distributed free from a clinic in the Athletes'
Village, or from vending machines. The village opens on July 24 with the
Olympics opening on Aug. 5.

23-year-old woman in southern Seoul was a random crime by a man
suffering from mental illness.
The Seoul Metropolitan Police Agency said in a press briefing that the killing by the 34-year-old man, only identified by his surname Kim, was a typical crime committed by the mentally disturbed.
Kim was arrested last week on suspicion of stabbing the woman to death at a public bathroom near Gangnam Subway Station on May 17. He allegedly waited until other six men left the toilet and killed the first woman who entered, according to CCTV footage.

Dramatic photographs have emerged of the bodies of Afghan Taliban boss Mullah Akhtar Mansour and his driver after the pair were killed a targeted drone strike authorized by Barack Obama.
The images show two bodies - believed to be that of Mansour and the driver of the car - after they were pulled from vehicle wreckage at the weekend.
However, it is not clear which body is that of Mansour. The images show the badly burned feet of one man, while another body is unidentifiable inside a wooden coffin.
Both the Taliban and the Afghanistan Government have now confirmed his death after he was killed travelling in a remote area of the border with Pakistan.
Earlier in the day Afghan Chief Executive Abdullah Abdullah had said that Mansour was 'more than likely' dead.
Speaking live on television as he chaired a Cabinet meeting, Abdullah said Mansour's death would have a positive impact on attempts to bring peace to Afghanistan, where the Taliban have been waging an insurgency for 15 years.
Mansour was 'the main figure preventing the Taliban joining the peace process', Abdullah said.
From the day he took over the Taliban following the death of Mullah Omar, he intensified violence against ordinary citizens, especially in Afghanistan.'
U.S. Secretary of State John Kerry, speaking in Myanmar today, repeatedly referred to Mansour in the past tense.
Mansour, he said 'posed a continuing imminent threat to U.S. personnel in Afghanistan, Afghan civilians, Afghan security forces' and members of the U.S./NATO coalition.
He said the air strike on Mansour 'sends a clear message to the world that we will continue to stand with our Afghan partners'.
'Peace is what we want, Mansur was a threat to that effort,' Kerry said. 'He also was directly opposed to peace negotiations and to the reconciliation process. It is time for Afghans to stop fighting and to start building a real future together.'
It remains unclear what the role was of the second man killed in the car. The Pentagon initially called him a fellow 'combatant', but officials told AFP he was a civilian who worked for a local rental company.

The bomber was deployed to Guam from Minot, North Dakota, as part of the military's continuous bomber presence in the Pacific, The Air Force said. The crew members are with the 69th Expeditionary Bomb Squadron and were performing a routine training mission, it said.

WHEN Aussie Airdre Mattner was drugged and raped while on holiday, she had no idea her ordeal had only just begun.
The
25-year-old from Adelaide realised the only way to find justice in
South Korea was to run her own campaign. In doing so, she exposed a
culture where violence against women, particularly foreigners, is often
accepted.Her fight has led her to other victims of sex attacks who have been ignored by the authorities, in a shocking pattern explored in tonight’s 60 Minutes.
Airdre, who teaches English in Japan, was visiting Seoul with her boyfriend and a friend last September, and decided to stay on a few days alone.
Like many Australians, she believed the South Korean capital was safe, and joined a pub crawl advertised on Facebook to get to know the city better.
After just three drinks, things went hazy and she found herself in a taxi with a stranger, she wrote on her GoFundMe page, which has raised almost $18,000.
She was violently sick, but managed to plead with the driver to take her to her hostel, showing him the address on her phone. He ignored her.
“The next thing I recall is being on a bed in a hotel room,” she said. “The man was on top of me. I struggled and tried to push him away but was again too heavily drugged to manage anything.
“I woke up the next morning completely naked. All my money was gone. My clothes and belongings were torn and strewn across the room.”
