President Donald Trump is moving rapidly to fulfill campaign promises early. With little activity from Congress so far, Trump has used executive actions to achieve what he pledged to do.
Trump is on track to begin his fourth week in the White House having issued 12 executive orders. While questions have surfaced over Trump’s use of executive power, recent history demonstrates that Trump’s actions are in line with past presidents.
By the end of his third week in office in 2009, President Barack Obama had issued 14 executive orders.
Trump and Obama each issued five executive orders in the first week in office. Prior to Trump, Obama was the first modern-day president since John F. Kennedy to issue more than two in the first week.

President Donald Trump on Friday announced he’s considering a “big order” of advanced Super Hornet fighter jets designated F/A-18XT and made by Boeing Co.
“We are looking seriously at a big order,” he told the audience at Boeing’s South Carolina facility during the unveiling of the company’s 787 Dreamliner. “Do you care if we use the F-18 Super Hornets?”
The comments came less than a month after Defense Secretary Jim Mattis ordered a review of the F/A-18E/F Super Hornet, a fourth-generation fighter, as a potential lower-cost alternative to the F-35C Joint Strike Fighter, the carrier version of a fifth-generation fighter made by Lockheed Martin Corp.
The remarks also came a day after Robert Harward, a retired vice admiral and former Navy SEAL who went on to become an executive at Lockheed, declined an offer to succeed Michael Flynn as national security adviser.
According to White House pool reports from the Trump event, Reince Priebus, Trump’s chief of staff, was spotted holding a brochure for the “F/A-18 XT.” The XT is the Advanced Super Hornet, or the Block III fighter jet concept for the Navy, a Boeing spokesman confirmed to Military.com.
“While Boeing demonstrated advanced Super Hornet capabilities in flight in 2013, the package of upgrades has evolved to best complement F-35, EA-18G and E-2D as they will be operating together in the air wing well into the 2040s,” Boeing said in a description of the XT/Block III aircraft.

The Russian spy ship Viktor Leonov is currently “loitering” off the coast of Norfolk, Va., home to the largest naval base in the world, two U.S. officials tell Fox News.

As of Friday morning, the Russian spy ship is slowly patrolling only 17 nautical miles -- roughly 19 miles -- from land, according to officials. United States territorial waters extend 12 nautical miles from shore.
Fox News was first to report the sighting of the Russian spy ship off the coast of Delaware on Tuesday.

The Victor Leonov, armed with an array of intelligence gathering equipment used to intercept communications and analyze U.S. Navy sonar capability, later traveled within 30 miles off the Connecticut coast near a submarine base earlier this week.
“It’s lawful [and] similar to operations we do around the world,” Pentagon spokesman Capt. Jeff Davis told reporters Friday.

Two F-15s caused a ‘sonic boom’ as they raced from their base in Homestead, Fla., Friday to intercept an unresponsive general aviation aircraft that flew near Palm Beach during a stay by President Trump at Mar-a-Lago.
The jets flew at supersonic speeds and residents were startled by the loud boom, the North American Aerospace Defense Command, NORAD, said in a statement. The two fighters were able to establish communication with the aircraft. This incident occurred at about 7 p.m. ET.  No further details were immediately available.

"The intent of military intercepts is to have the identified aircraft re-establish communications with local FAA air traffic controllers and instruct the pilot to follow air traffic controllers' instructions to land safely for follow-on action," the statement read.

Apple Inc will in the coming months start assembling its lower-priced iPhone SE models at a contract manufacturer's plant in the southern Indian technology hub of Bengaluru, an industry source with direct knowledge of the matter said on Friday.
Apple's Taiwanese manufacturing partner Wistron Corp is setting up a plant in Bengaluru to focus solely on assembling iPhones, a separate source told Reuters earlier this month.
Apple's move comes as it seeks to boost its share in the world's fastest growing major mobile market, where handsets far cheaper than Apple's iPhones dominate. It also comes as smartphone sales growth is slowing in Asia's other massive market, China.
To lower prices, Apple has been seeking to set up local production and has been in talks with the Indian federal government regarding issues such as tax concessions.
The industry source told Reuters the initial manufacturing of the iPhone SE model was not contingent on those concessions.
Apple did not immediately respond to a request for comment.
The Economic Times newspaper earlier on Friday reported Apple planned to initially assemble 300,000 to 400,000 iPhone SE handsets in India. The industry source told Reuters the numbers would be substantially lower to begin with.
The source also said it was too early to say what other phone models Apple would assemble at the Bengaluru plant.
