The upper house’s approval makes the legislation into law, reinterpreting Japan’s constitution and fundamentally changing the way it uses its military. Opponents say it violates Japan‘s constitution and puts the country at risk of becoming embroiled in U.S.-led wars.
The legislation has sparked sizeable protests and debate about whether Japan should shift away from its pacifist ways to face growing security challenges. Rallies have spread across the nation especially after the ruling parties approved the bills in July in the more powerful lower house.
Japan’s military can now defend its allies even when the country isn’t under attack — for the first time since the end of the World War II — and work more closely with the U.S. and other nations. Japan will also be able to participate more fully in international peacekeeping, compared to its previous, mostly humanitarian, missions.
“The legislation is necessary in order to protect the people’s lives and their peaceful livelihood, and it is to prevent a war,” Prime Minister Shinzo Abe told reporters after the passage of a total of 11 bills — one related to international peacekeeping and a package of 10 others designed to allow Japan‘s military to defend its allies in an action called “collective self-defense.”
Dozens of constitutional scholars, lawyers and other legal experts have joined protests, saying the legislation allowing Japan to use force to settle international disputes violates its U.S.-drafted postwar constitution that renounces a right to wage war.

President Obama just found out how many good anti-ISIS fighters $500 million buys: five, at most.
Gen. Lloyd Austin, who leads the U.S. military’s Central Command, told the Senate Armed Services Committee on Wednesday there are only four or five Syrian fighters left out of 54 who were trained as part of a U.S. program.
Another 100-120 fighters will be trained in the program’s three remaining classes, NBC News reported Wednesday.
Obama said in September that assisting Syrian rebels was “the best counterweight” for combating the Sunni radical terror group’s control over large swathes of Iraq and Syria, NBC reported.
During Gen. Austin’s testimony, Arizona Republican John McCain expressed frustration over the U.S.-led coalition’s inability to degrade the terror group’s ranks.
“Published media reports suggest that the CIA’s estimate of ISIL’s manpower has remained constant, despite U.S. airstrikes, which suggests that either they were wrong to begin with, or that ISIL is replacing its losses in real time. Neither is good,” McCain said, NBC reported. “Indeed, this committee is disturbed by recent whistleblower allegations that officials at Central Command skewed intelligence assessments to paint an overly-positive picture of conditions on the ground.”

In 2013 alone, 117,423 migrants from Muslim-majority countries were permanently resettled within the United States— having been given lawful permanent resident status. Additionally in 2013, the United States voluntarily admitted an extra 122,921 temporary migrants from Muslim countries as foreign students and foreign workers as well as 39,932 refugees and asylees from Muslim countries.
Thus, twelve years after the September 11th hijackers were invited into the country on temporary visas, the U.S. decided to admit 280,276 migrants from Muslim countries within a single fiscal year.
To put these numbers into perspective, this means that every year the U.S. admits a number of Muslim migrants larger in size than the entire population of Des Moines, Iowa; Lincoln, Nebraska; or Dayton, Ohio.
The rate of Muslim immigration has been increasing since September 11. Between 2001 and 2013, the United States permanently resettled 1.5 million Muslim immigrants throughout the United States. Unlike illegal immigrants, legal immigrants granted lifetime resettlement privileges will be given automatic work permits, welfare access, and the ability to become voting citizens.

For a military site, the Dachang Air Base in the northern part of Shanghai has a very civilian appearance, a little like the campus of an American university, with widely spaced bungalows and buildings, plane trees, ponds, lawns and the Volvos, Jeeps and Buicks of employees.
Along with several assistants, aviation engineer Li Jieke, 66, a tall, elegant man, is giving a tour of the grounds along with an assistant. Foreigners are an uncommon sight here, and foreign journalists are especially rare. "No photos, please," says Li, as we approach the airfield, where several People's Liberation Army jet fighter are parked in formation. "Let's take a drive over to our building instead, to the civilian aircraft."
In Dr. Li's hangar, photographs are only permitted in selected locations, and only from specific angles. The ARJ21 Xiangfeng is being assembled there. It is China's first domestically developed modern airliner, the pride of its engineers and the hope of its aviation industry. ARJ stands for "Advanced Regional Jet," and Xiangfeng means "Flying Phoenix." The number 21 stands for the 21st century.
Development of the short-haul aircraft began in 2002, and it took off on its first test flight in 2008, after a few delays. But then the wings proved to be too weak, and there were problems with the aircraft's electronics, landing gear and ice testing. Certification had to be postponed several times.
COMAC, the Chinese state-owned aviation company, plans to deliver the first aircraft this fall, five years later than planned. "It wasn't easy to get the Phoenix off the ground," says Li Jieke. "Building a safe airliner is the biggest challenge for a modern industry."
China, the world's second-largest economy and largest trading nation, produces steel and cement, manufactures garlic presses and soccer jerseys and assembles smartphones, tablets and computers. But if the government planners in Beijing have their way, China will also develop and build pacemakers, high-performance cameras and industrial robots in the future. And eventually it will also build a large jet with engines that are not produced by General Electric, like those on the ARJ21.
Beijing is extremely ambitious. No matter how difficult it is, China must build its own large aircraft after the ARJ21, said President Xi Jinping during a visit to COMAC in Shanghai last year. The president currently flies to state visits on an American aircraft, a Boeing 747. He doesn't seem to like that. "In the past, someone said the best choice for us is to rent (passenger aircraft) from others and then buy (them) and that the last option is to make our own," he said. "We have reversed this notion. We will invest more to develop and produce our own large aircraft."
A Turning Point
The world is currently very interested in the economic issues associated with this claim. Exactly how strong is China's economy? Will the country remain the "workbench of the world," dependent on ideas and orders from the West? Or will it manage to complete the jump to an innovative economy, one that can compete in high-tech fields? And will this make the country, which is mainly a buyer of high-quality German products at this point, a threat to German industry?
China's ambitions as an industrialized nation are especially apparent in the three major areas of the transportation sector: the automobile, railroad and aviation industries. This is where it becomes evident how Beijing's planners are proceeding, what they have so far achieved and what setbacks they have already endured.
All three industries are currently at a turning point. The Chinese auto market, a guarantee of growth and profit for 35 years, is in crisis. Growth rates are noticeably declining for the first time, both those of domestic automakers and of some of their international partners and competitors. The Volkswagen Group, which generates almost two-thirds of its profits in China, reported a 4-percent decline in sales in the first half of 2015. And as a result of two devaluations of the Chinese currency, the yuan, the prospects for German carmakers have been further dampened in their most lucrative market.
In contrast, the Chinese railroad industry is fast becoming a world leader. Chinese railroad companies are receiving more orders than ever before. The country's rail, locomotive and rolling stock manufacturers are not just selling their products in China and in the developing countries of Asia and Africa, but are beginning to receive orders from the United States and Europe. German national railroad Deutsche Bahn will open a purchasing office in China this fall, which is alarming news for its main supplier, Siemens. ‘

British intelligence has uncovered a sophisticated espionage operation of the Islamic State in which jihadists targeted email accounts of top ministers, including the Home Secretary, according to a media report.
An investigation by Government Communications Headquarters has discovered that extremists linked to the Islamic State of Iraq and Syria have been targeting information held by some of Prime Minister David Cameron's most senior ministers, including Theresa May, The Telegraph reported. At least one of the plot's ringleaders was killed by a drone strike in an operation disclosed by Cameron last week.
By hacking into the private offices of senior ministers, the extremists could have discovered events that government figures and members of the Royal family were expected to attend. The recent cyber threat first emerged in a warning to Whitehall security officials in May and it is understood that the plans to attack Britain were exposed by the GCHQ investigation, the report said. It is unclear what information the extremists were able to access, but it is understood that no security breaches occurred, it said.
However, officials were told to tighten security procedures, including changing passwords, the report said. The British daily said it had learnt of the operation several months ago but agreed not to publish while the investigation continued. It emerged last Monday that a British jihadist had been killed in Syria by the UK forces after he directed a plot to kill the Queen.

As a patriotic and proud citizen of the United States, I have a story to share that has not only impacted my family, hundreds of colleagues, but also current and future United States workers.
I used to have a dream career at one of Americas most iconic and admired companies. Twenty years of hard work, technical skill building, the fostering of relationships and a bachelor’s degree in Information Technology guided me to a coveted position as an Information Technology Engineer for Walt Disney World in Orlando, Florida.
On a sunny Monday morning in late October of 2014 I drove down the interstate toward the huge 40 square mile Disney Orlando, Florida property to my office. Ten days earlier Bob Iger, CEO of Disney, had just announced that the company’s earnings were up well over 20 percent for the quarter and this was just one among a long series of record breaking financial results for the company. About six months earlier, a new CIO, Tilak Mandadi, was appointed for the Parks and Resorts Division of Disney, which would result in huge changes to our lives. Little did I know what was about to happen that very same day to me and hundreds of other fellow Disney Information Technology Cast Members.
Days later, as I drove to work, I ran into a bit of slow traffic and so I was able to glance at my company issued iPhone I noticed an early morning meeting invite from a prominent Disney Executive. This really sparked my interest since it is not very often that I have heard from him and even rarer when I would actually see him in person. Despite the heavy traffic I estimated that I would be on time for the important meeting. As I continued down the road I wondered what the executive meeting could be all about.
About ten minutes later in my commute the phone rang and it was a fellow Disney “Cast Member” as employees were called. We worked together the prior week when we solved a major outage situation for the application that we both helped to support. He reminded me about another meeting that we had later that same day. Since I knew that he was just about the highest level on his team, was well respected and also that he was very well connected within the Disney Parks & Resorts Organization, I asked him if he knew anything about this last minute early morning meeting being hosted by the Disney Executive. He told me that he was not sure about the subject of the meeting. However, he told me that since I had such a great reputation as a problem solver, had just cleared up a major outage situation the week prior and since I recently received the very highest possible performance review by management, that the meeting must be one to recognize my recent contributions to the company with perhaps a promotion or at the very least a bonus.

Indian police are hunting for a suspect who illegally stored explosives that detonated in a restaurant building, killing at least 88 people.
The blast, one of the deadliest in India in recent years, occurred in the town of Petlawad in Madhya Pradesh state’s Jhabua district on Saturday morning when many office workers and schoolchildren were having breakfast in the restaurant and scores of labourers waited at a crowded bus stand near the building.
“The official death toll is 88, but the actual number may be higher, nearly 100. That will be confirmed soon,” senior Jhabua district police official Seema Alava told AFP by phone, adding that about 100 others were injured and rescue operations had been wrapped up.
“The explosives in the building exploded first ... extreme heat sparked a urea nitrate chemical reaction and then that was it. Everything went off after that,” Alava said. The blast destroyed neighbouring buildings and vehicles nearby.
She said a suspect, Rajendra Kasawa, who had been on the run with his brothers since Saturday, had illegally stored urea, gelatine sticks, detonators and other explosives used for digging wells, construction and mining in a warehouse in the building.
Although Kasawa had a licence for the material, Alava said he stored them “in an unauthorised way in a residential area” and had therefore been charged with culpable homicide and unlawful possession of explosives. “We were up almost all night. We will find him, it is only a matter of time,” she said.

In the ongoing controversy over a monument dedicated to the Ten Commandments, currently standing next to the state Capitol in Oklahoma, a judge has now given the state 30 days to remove the edifice from the Capitol grounds.
District Judge Thomas Prince handed down his order on Friday, giving the state until October 12 to remove the Ten Commandments monument that has been at the center of a constant tug of war between the state and atheist groups.
Judge Prince’s ruling comes on the heels of a ruling by the state Supreme Court that held that the monument violates a state constitutional ban on using public property for the benefit of religion.
The state Supreme Court affirmed its ruling in a 7-2 decision at the end of July after a series of appeals were filed against the removal of the Ten Commandments.
Ultimately, Oklahoma Attorney General Scott Pruitt had filed a request for a rehearing of the court’s decision but was denied.
“We carefully considered the arguments of the commission and found no merit warranting a grant of rehearing,” Chief Justice John Reif said at the time.
The monument was erected by an order of the state legislature in 2009 and was finally put in place in 2012.

The Bernie Sanders story is about two things:

2) He is telling many Democrats what they want to hear. Forgive me for saying it, but this is not your dad's or grandpa's Democratic Party. Hard to think that JFK, Humphrey, or Scoop Jackson would be cheering at a Sanders rally.
Once upon a time, a man like Sanders would have enjoyed little success as a Democrat. No way he'd be leading in polls. He would have been ridiculed by the party's mainstream as a lunatic, a lefty, a "pinko," unelectable.

This summer, MSNBC's "Hardball" host Chris Matthews took Debbie Wasserman Schultz by surprise when he asked her: "What is the difference between a Democrat and a socialist."
For the head of the Democratic Party, that should be an easy enough question to answer. But she didn't. So Matthews asked again, and again, to no avail. Instead, Wasserman Schultz blathered on about how the GOP is captive to its extreme right.
A few weeks later, Chuck Todd tried to get her to answer the question on "Meet the Press." Again she refused. Asked a third time at a Christian Science Monitor breakfast for reporters, Wasserman Schultz replied: "I'll give you the same answer that I gave both of them." And then proceeded not to answer the question.
This isn't a game of gotcha. It's a legitimate question that deserves a straight answer. After all, self-described socialist Bernie Sanders is beating Hillary Clinton in some state polls for the Democratic Party nomination.
The reason Wasserman Schultz won't answer the question is because Democrats have moved so far to the left that there isn't a dime's worth of difference between the two anymore.

A total of 5,723 Korean men have objected to fulfilling their mandatory military service over the last decade, according to government data, disclosed by Rep. Jin Sung-joon of the main opposition New Politics Alliance for Democracy.

Democratic National Committee Chair Debbie Wasserman Schultz predicts Democrats will pick up seats in the House next year — regardless of who’s at the top of the ticket.
“We have seen that the country supports our party’s agenda,” Wasserman Schultz said at a Christian Science Monitor breakfast Thursday morning.
“I think the left is the center of America right now,” she said when asked if Democrats could win from the left at the presidential level. “The messages that come from left of center that focus on reaching the cornerstone of middle class life are really where Americans are today,” she added.
She did not say how many seats Democrats could pick up this year, and declined to say what role pending redistricting efforts could have on the party’s gains. The districts in her home state of Florida, where she currently represents the 23rd District, may change for the 2016 elections.
“I’m confident as party chair that when districts are drawn fairly, the voters will have an opportunity to compare our candidates versus their candidates, and they are, most of the time, going to choose our candidates.”
Having come out in support of the Iran deal on Sunday, Wasserman Schultz, the first Jewish woman elected to the House from Florida, said she is not worried that Democrats will be targeted for their support of the deal.
She dismissed concerns about political pressure on her to oppose the deal.
“No one in AIPAC or anywhere directly threatened me,” she said.
But the six-term Democrat’s decision to back the deal has already earned her a potential primary challenge.
“Every two years, I have an opportunity to have [my constituents] weigh in on the job I’m doing,” she said. “I’ve never been afraid to go through that process,” she added, saying she believes in being open with her constituents about her decision to support the deal.
“I have gone through the most exhaustive, deliberate process that I have ever gone through in my 23 years in office in reaching a conclusion that the Iran deal was worthy of my support,” she said.
As party chair, Wasserman Schultz treaded carefully when speaking about the Democratic presidential field, refusing to weigh in on the controversy over Hillary Rodham Clinton’s emails.

“Coalition forces are focused on conducting counter-ISIL operations, and so to my knowledge there is no military-to-military contact at this point,” Air Force Col. Pat Ryder, spokesman for U.S. Central Command, told reporters Friday morning.
“We’re keeping an eye on the Russian situation there, but right now again there’s really no deconfliction to do,” Ryder said, answering a question about how U.S. and anti-ISIS coalition forces and the Russian military are keeping out of each other’s way in Syria. “I think what you’re getting at is: [deconfliction] in the event there’s some type of Russian military or air activity, but again, I’m not going to speculate or talk about hypotheticals. Certainly, we have very professional air forces, and the coalition is going to ensure the safety of those forces where we operate.”

But Russia’s military presence in Syria, at least, is no longer hypothetical. Just hours before Ryder’s press briefing, Russian Foreign Minister Sergei Lavrov confirmed that Moscow had sent troops and equipment to help its longtime client, Syrian leader Bashar al-Assad, fight ISIS. Lavrov declined to confirm a Reuters report that the Russian troops had seen combat, but he did warn the U.S. about a growing risk of “unintended incidents” if the countries’ militaries did not cooperate in Syria.
When Ryder was asked specifically about deconfliction between coalition and Russian forces, the Pentagon spokesman referred the question to the State Department. But State Department spokesman John Kirby tossed it right back: “You have to talk to DOD about air coordination over the skies of Syria. That is not a State Department function.”
Kirby did note that the Pentagon has “routine military-to-military exchanges and dialogue with Russia, just as a matter of course.”
And he said that while the U.S. is hardly coordinating the air campaign with Assad or his government, it is using back channels, such as the Syrian representative to the U.N., to notify Damascus of imminent actions.

If you thought Hillary Clinton’s IT guy had a rough week, imagine how much fun Rowan County, Kentucky, clerk Kim Davis is having. She refused to issue marriage licenses in the wake of the Supreme Court’s decision striking down a legal ban on same-sex nuptials and in doing so leapt into the crosshairs of every self-proclaimed “social justice warrior” the Democrats could drag out of their parents’ basements.
Now as far as I’m concerned, Davis’s intransigence is no different than a Muslim DMV staffer who refuses to issue driver’s licenses to women because Muhammad says “girls are crappy drivers,” or a county sheriff or police chief who drags his feet issuing concealed carry permits because some anti-Bill of Rights hate group like Moms Demand insists guns cause so-called “gun violence.” In a sense, I actually consider Davis to be worse. Clerk of Rowan County is an elected position. Davis swore an oath to dispense her duties in accordance with the law, not God’s law or her interpretation thereof. She promised to do the job. Like it or lump it, this is the job.
While I think some of the more colorful fates our liberal friends wish upon her are a bit extreme, I say: “Let’s go for it!” Davis doesn’t belong in jail or dead or some unappealing combination of the two, but let her suffer for forgetting the difference between her personal mores and the law. But let’s make the punishments fit the crimes. After all, if we’re going to publicly castigate public officials who have betrayed their offices and our trust, Davis is pretty far back in the line to the stocks.
Besides, why limit the fun to a bush-league functionary from the Eastern Kentucky hills? If we’re going to drop the hammer on those who trample on our trust, let’s pound in some of the bigger ones who insist on sticking out.

A CARNIVAL cruise ship worker has been detained in Puerto Rico amid accusations he raped an Australian woman on-board.
Police on Saturday said the alleged rape occurred in one of the cabins of the Carnival Liberty ship that is docked in San Juan. The unidentified man has not been charged.
Carnival spokeswoman Jennifer De La Cruz said the woman is a cruise ship employee from Australia. Puerto Rico police had previously identified her as a tourist.
No further details were immediately provided.

Communications watchdog Roskomnadzor has blocked access to the Russian version of PornHub and 10 other porn sites in a move that will complicate Russians' access to online porn.
The watchdog published an online statement Monday announcing a ban on 11 websites ruled to contain unlawful pornographic content based on a Krasnodar region's court ruling.
Тhe list of banned websites includes the Russian-language version of PornHub — one of the Internet's biggest free porn portals — the Lenta.ru news website reported, citing a copy of the ruling.
PornHub.ru was unavailable Tuesday, and a message said it had been blocked for containing unlawful content.
The court said PornHub and 10 other websites violated a regulatory law protecting children from harmful information, Lenta.ru reported.
Roskomnadzor warned in its Monday statement that distributing illegal pornographic content online is punishable by a prison term of two to six years.

An Office Depot in Illinois last month refused to print copies of a flyer that contained facts about Planned Parenthood (mostly taken from Planned Parenthood’s own annual report) along with a pro-life prayer, and the company is standing by that decision in the face of legal threats:
Last month, Maria Goldstein, a Roman Catholic, asked employees at an Office Depot location in Schaumburg, Ill., to make 500 copies of “A Prayer for Planned Parenthood”, the Associated Press reported . . . Company spokeswoman Karen Denning tells the Chicago Tribune that Office Depot prohibits the copying of material that advocates “the persecution of certain groups of people,” among other criteria.
She says the flier “contained material that advocates the persecution of people who support abortion rights.” Does it advocate the persecution of pro-abortion Americans? You be the judge:
First, my opinion on these matters is pretty clear: private companies can choose which messages they choose to help disseminate, and they have that right even when they make terrible, idiotic choices.
Consequently, I hope the customer, Maria Goldstein, chooses not to file a human rights complaint — especially since the company apparently offered to let her use the self-service copier.
Second, since it’s now clear that Office Depot supports the First Amendment rights of private corporations – even when those First Amendment rights conflict with the desires of members of a protected class (in this case, a person of faith sharing a religious message) – I eagerly await its corporate amicus briefs supporting bakers in Oregon and Colorado who are facing crushing fines or mandatory ideological re-education for exercising the exact same rights that Office Depot so proudly exercises.

The sight of a puny, electric-powered BMW police car with flashing red lights isn't exactly going to instill fear in the hearts of this city's criminals.
But on Friday, the Los Angeles Police Department showed off the newest member of its fleet, a black-and-white BMW i3, a diminutive electric car meant for tooling around downtowns, not necessary for a televised high-speed freeway chase.
BMW is loaning the not-so-intimidating police cruiser to the force for a year as part of Mayor Eric Garcetti's desire to get more electric or plug-in cars into the city's fleet.
"Today, we take another step toward becoming the most sustainable city in America," said Garcetti in prepared remarks. "This year, Los Angeles will become home to the largest city-owned fleet of pure battery electric vehicles anywhere in the country, and we will save taxpayer dollars along the way."
The police department, along with fire, general services, and water and power, will lease a total of 160 electric vehicles. Two departments, general services and water and power, will also lease a total of 128 plug-in hybrids.
The move could be boon to automakers, BMW included, which need to sell zero-emission vehicles under a state mandate. But with gas prices low and lower-range electric vehicles out of favor, the clean cars been a tough sell with consumers.
BMW is thrilled at L.A.'s move.
"The decision by the Los Angeles Police Department to undertake this evaluation highlights the compelling nature of the BMW i3 as a versatile, sustainable vehicle," says Christine Fleischer, manager for BMW plug-in cars in the U.S. "The i3 is a brilliant fit with the technology-driven research philosophy of the LAPD."
Though it's not terribly fast and range per charge is limited, BMW says the i3 has a tight turning circle that will help maneuvering around L.A.
