Democrats and Republicans in the House of Representatives have urged the new Speaker, Republican Paul Ryan of Wisconsin, to schedule a vote to authorize the deployment of troops to fight the Islamic State in Syria and Iraq.

A bipartisan group of thirty-five Democrats and Republicans sent a letter to Ryan calling for the vote.

“We do not share the same policy prescriptions for U.S. military engagement in the region, but we do share the belief that it is past time for the Congress to fulfill its obligations under the Constitution and vote on an AUMF that clearly delineates the authority and limits, if any, on U.S. military engagement in Iraq, Syria and the surrounding region,” the group wrote in a letter sent to the Speaker on Friday.

A call for a new authorization for use of military force (AUMF) arose on November 4 when House members, primarily Democrats, argued the president lacks the constitutional authority to send special operations forces to Syria.

The Obama administration argues it has the authority to send troops under the 2001 AUMF designed to respond to the Sept. 11 attacks.

Stryker armored attack vehicles were sent north of the Arctic Circle for the first time Tuesday as part of Operation Arctic Pegasus, an Army statement said.

Alaska's 1st Stryker Brigade Combat Team operated four Strykers for two days during the joint, multi-agency exercise involving the Air Force, the Alaska Department of Natural Resources and the North Slope Borough. An Air Force C-17 delivered the Strykers and about 40 soldiers to Deadhorse -- a town about 500 miles north of Fairbanks with a population of 50 and a small airport -- the statement said.

The 1st Stryker Brigade regularly trains for rapid deployment to cold environments. Average winter temperatures in the area dip well below zero, with a record low of minus 57 Fahrenheit, the statement said. The wind-chill factor hit minus 96 in nearby Prudhoe Bay in 1989.

There is growing interest from nations in the Arctic region, as global warming slowly melts ice sheets that could create easier access to petroleum, heavy metals and fisheries.

Russia is particularly assertive in protecting its Arctic interests. It is building two infantry brigades in the region equipped with vehicles to move troops across snow.

……The high-tech aspect of the StormCatcher program involves a computerized control panel that is attached to the side of Wassenaar's home. This controller monitors the water level in the cistern and controls the release of water into the rain garden.
The controller also provides data to officials who are evaluating the pilot program, and it will trigger water releases based on weather forecasts. (If a big storm is coming and the tank is full, it will flush water into the rain garden to make room for the system to capture more storm water.)
Officials say a vast network of homes outfitted with such systems might prove to be a modern-day answer to flood control. Kuehl noted that the flood control system that currently crisscrosses the county is 100 years old and was designed to flush rainwater into the Pacific Ocean.
She and other officials say that, after years of drought, they must now consider a system to prevent flooding but also allow rainwater to recharge underground aquifers.
In the case of Wassenaar's system, it would take more than 2 inches of rainfall to fill the cistern, officials said. During an average year, the system will collect at least 7,000 gallons of water.
Officials say that by encouraging residents to capture and store rainwater they can lower their water bills, help eliminate incidents of neighborhood flooding and reduce the amount of pollutants that runoff washes into the sea.
The system isn't cheap, however. While the low-tech components of the system could be installed for several thousand dollars, the high-tech control panel brings the price to $25,000.

Uncle Sam isn’t going to let schools place certain restrictions on how transgender students use a single-sex locker room.

A school district near Chicago, Palatine 211, provides numerous accommodations for transgender students. The district calls the students by requested names, honors selected gender (including allowing them to play on the sports teams of the gender they identify as belonging to), and permits them to use single-sex bathrooms, since stalls ensure privacy.

But the federal government has decided that the district is still guilty of violating Title IX, the law prohibiting sex-based discrimination, over certain locker room restrictions.

“District 211 is not excluding transgender students from their gender-identified locker room,” said district superintendent Daniel Cates in a statement. “Though our position has been inaccurately reported, a transgender student may use his or her gender-identified locker room simply by utilizing individual measures of privacy when changing clothes or taking showers.”

“All students deserve the opportunity to participate equally in school programs and activities—this is a basic civil right. A “robot revolution” will transform the global economy over the next 20 years, cutting the costs of doing business but exacerbating social inequality, as machines take over everything from caring for the elderly to flipping burgers, according to a new study.
As well as robots performing manual jobs, such as hoovering the living room or assembling machine parts, the development of artificial intelligence means computers are increasingly able to “think”, performing analytical tasks once seen as requiring human judgment. 

In a 300-page report, revealed exclusively to the Guardian, analysts from investment bank Bank of America Merrill Lynch draw on the latest research to outline the impact of what they regard as a fourth industrial revolution, after steam, mass production and electronics.
“We are facing a paradigm shift which will change the way we live and work,” the authors say. “The pace of disruptive technological innovation has gone from linear to parabolic in recent years. Penetration of robots and artificial intelligence has hit every industry sector, and has become an integral part of our daily lives.”

However, this revolution could leave up to 35% of all workers in the UK, and 47% of those in the US, at risk of being displaced by technology over the next 20 years, according to Oxford University research cited in the report, with job losses likely to be concentrated at the bottom of the income scale.
“The trend is worrisome in markets like the US because many of the jobs created in recent years are low-paying, manual or services jobs which are generally considered ‘high risk’ for replacement,” the bank says.

“One major risk off the back of the take-up of robots and artificial intelligence is the potential for increasing labour polarisation, particularly for low-paying jobs such as service occupations, and a hollowing-out of middle income manual labour jobs.”
The authors calculate that the total global market for robots and artificial intelligence is expected to reach $152.7bn (£99bn) by 2020, and estimate that the adoption of these technologies could improve productivity by 30% in some industries.

Portugal's Communist party has struck a historic deal with the country's Socialists and radical Left in a bid to assume power and overthrow the incumbent centre-right after just 11 days.

After weeks of negotiations, the Communists have resolved their differences to form a "triple Left" coalition that will bring down the government of Prime Minister Pedro Passos Coelho when a parliamentary vote of confidence is held on Tuesday.

A statement on the party's website said “conditions are in place” to bring an end to the nascent minority government. Between them, the Communists, Socialists and Left Bloc would have a 51pc parliamentary majority.

Mr Passos Coelho was only sworn into office last Friday. His centre-right coalition oversaw four years of austerity policies in the former bail-out country, but lost its parliamentary majority in elections last month.

Korea will station a company of Marines on Ulleung Island to boost the defense of the easternmost islets of Dokdo, on which Japan has territorial designs, a source said Thursday.
The measure is part of a long-term plan to form a coastal defense linking the islands off North Korea in the West Sea with Jeju in the South and Ulleung in the East Sea.
Dokdo lies about 90 km east of Ulleung.
At the moment a squad of Marines is dispatched to Dokdo by helicopter for twice-yearly defense drills. A base on Ulleung will make it possible to dispatch more combat forces to Dokdo.
There is a company of homeland reserve forces commanded by a Marine major on Ulleung that defends the island and conducts exercises, but no contingent of combat Marines.

Ninety veterans of the Korean War from U.N. allied nations and their families will visit Korea next week, the Ministry of Patriots and Veterans Affairs said Friday.

The war veterans and their families from 11 countries, including the United States, the United Kingdom, Canada and Turkey, will arrive here Monday for a six-day visit at the invitation of the ministry.

They will attend a commemorative ceremony to be held Wednesday in honor of and as a tribute to the U.N. soldiers killed during the 1950-53 Korean War.

The Turn Toward Busan International Commemorative Ceremony will be held at the U.N. Memorial Cemetery in the southern port city of Busan. The ceremony calls on people from around the world to offer a one-minute silent tribute to fallen U.N. soldiers by facing toward Busan wherever they are at 11 a.m.

Those invited include Vincent Courtenay, a Canadian Korean War veteran, who in 2007 first inspired commemorative ceremonies to be held worldwide to give silent tribute simultaneously to fallen U.N. soldiers.

The family of British Korean War veteran Robert Steed Holman McCotter will visit with his remains, which will be interred in the U.N. Memorial Cemetery ahead of the commemorative ceremony, according to his will left when he died in the U.K. in 2001.

A MAN has fallen from a cruise ship in the Caribbean despite the frantic efforts by other passengers to save him.

Dramatic video of the man plunging into the water was shot by a passenger. It shows the desperate effort to pull him to safety — and then screams of horror as he slips and falls.

The 35-year-old from Brazil is still missing today as the US Coast Guard combs the area using a long-range aircraft and a helicopter, reported Yahoo.

He was a passenger on the Oasis of the Seas cruise ship, which is operated by Royal Caribbean cruises.

The man can be heard yelling, “Let go of me! You don’t touch me!”

A number of traumatised passengers, who can be heard wailing, watched as he continued talking to someone on board, “Because of you, this happened. ... I’m not going anywhere. ... Let go of me! Get off of me!”

The video shows people trying to pull him in before the man, who can’t hold on any longer, lets go and falls from view into the Atlantic Ocean. “Get the life ring and throw it over,” one woman can be heard calling out.

The incident happened 27km east of Turks and Caicos, reported the Sun Sentinel.

“Our report was that he jumped onto the lifeboat and subsequently fell into the water,” said a USCG representative, “but regardless of how he fell into the water, we’re working right now on just finding him.”

He fell from the seventh deck of the ship.

A passenger recorded the captain’s message to the other on-board about the incident on Periscope.

“It is very tragic, especially for the next-of-kin person on board still. Also [for] a crew that was dealing directly with the person that was holding him, trying desperately to save him and he just slipped out of their hands,” the captain said.

Seven feet swells, rain and poor visibility have hampered search efforts.

A statement from Royal Caribbean confirmed the incident and said the man “intentionally” went over the side of the ship.

Republican presidential candidate Ben Carson — now making the transition from living legend to scrutinized candidate — faced new questions Friday about the way he tells his powerful life story.

For years, Carson has said he was offered a “full scholarship” to the U.S. Military Academy while he was a high-achieving high-school Army ROTC cadet in the late 1960s. But Carson never applied to West Point, was never accepted, and never received a formal scholarship offer. In fact, West Point does not offer scholarships; all cadets attend free.

The story was first reported Friday by Politico. Carson responded to the resulting controversy by saying that when he had spoken of an “offer,” he had been referring to informal, verbal statements of encouragement that he had heard from military leaders he met through the ROTC, the Reserve Officers’ Training Corps .

“I was told that because of my accomplishments, they would be able to manage to get me into West Point and that I wouldn’t have to pay anything,” Carson said on the Christian Broadcasting Network. He said he decided not to apply and instead went to Yale University to pursue medicine. “There was no application process [at West Point]. I never even started down that path,” Carson said.

Carson’s campaign cast the episode as new evidence of persecution of the candidate by the news media. Tension between Carson and the media came to a boil Friday night in Florida, where at a combative news conference the candidate asked why President Obama had not been subjected to such scrutiny.

The main union for construction workers is accusing President Obama of throwing them “under the bus” by rejecting the Keystone XL oil pipeline.
The Laborers’ International Union of North America (LIUNA) is one of the few labor unions that broke with the majority of Democrats and supported the project, which Obama rejected Friday after a seven-year review.
“We are dismayed and disgusted that the President has once again thrown the members of LIUNA, and other hard-working, blue-collar workers under the bus of his vaunted ‘legacy,’ while doing little or nothing to make a real difference in global climate change,” Terry O’Sullivan, the union’s general president, said in a statement. “His actions are shameful.”
The group’s statement cited a State Department report that Keystone could reduce greenhouse gas emissions when compared with oil transportation by rail.
“But facts apparently mean as little to the president as the construction jobs he repeatedly derided as insignificant because they are ‘temporary,’ ” O’Sullivan said. “Ironically, the very temporary nature of the president’s own job seems to be fueling a legacy of doing permanent harm to middle- and working class families.”
In Obama’s White House speech on the rejection, he dismissed the argument that the United States needs the jobs that Keystone would have created.
“If Congress is serious about wanting to create jobs, this was not the way to do it,” Obama said.
"If they want to do it, what we should be doing is passing a bipartisan infrastructure plan that, in the short term, could create more than 30 times as many jobs per year as the pipeline would, and in the long run would benefit our economy and our workers for decades to come."

Shoplifting is a common crime in the United States, but the number one stolen item in the country may surprise you.

Believe it or not, it’s meat.

Experts say meat thefts are reaching an all-time high because beef prices have soared in recent years.

“People steal stuff because they need it,” Joe Giacalone, a former NYPD detective, said. “And also, people steal stuff because of greed.”

“You only have so much money you can spend on groceries, so if the cost of ground beef goes up 30 percent to 40 percent, you have two ways of eating beef — eating less, or in this case, stealing it,” Jamie Schweid, of Schweid & Sons Burgers, said.

Schweid is a fourth-generation beef purveyor, whose company specializes in custom-blended ground beef, CBS2’s Dave Carlin reported.
