Russia is developing a long-range cruise missile that poses a new threat to the United States, the commander of the U.S. Northern Command warned this week.

“Russia is progressing toward its goal of deploying long-range, conventionally-armed cruise missiles with ever increasing stand-off launch distances on its heavy bombers, submarines, and surface combatants, augmenting the Kremlin’s toolkit of flexible deterrent options short of the nuclear threshold,” Adm. William Gortney, Northcom chief who heads the U.S.-Canadian North American Aerospace Defense Command (NORAD) said Thursday.

“Should these trends continue, over time NORAD will face increased risk in our ability to defend North America against Russian cruise missile threats,” he said in prepared testimony to the House Armed Services subcommittee on strategic forces.

A defense official said the missile that concerns the Northcom commander is the Russian KH-101 cruise missile which Russia has developed as a weapon to attack critical infrastructure in the United States, such as the electrical grid.

The comments highlight what defense officials and military analysts say is the growing threat of long-range cruise missiles.

Cruise missiles pose unique threats because they can defeat defenses by flying at low altitudes, avoiding radars, and hiding behind terrain. Some newer cruise missiles have radar-evading stealth features making them even less visible to radar or infrared detectors.

The low-flying missiles also can overwhelm defenses by attacking with multiple missiles coming from different directions and defeating air defenses at their weakest points. They also can fly circuitous routes to reach targets, avoiding radar and air defenses.

Testimony by Gortney and other senior officials at the hearing raised concerns that growing missile capabilities could overwhelm U.S. defenses.

Two former U.S. soldiers have have been sentenced to four years and nine months in prison for stealing millions of pounds in government funds while they were stationed in Saudi Arabia.

Jasen Minter, 44, from Fayetteville, Georgia, and Louis E. Nock, 48, from Orlando, Florida, were sentenced in Coweta County, Georgia for stealing the large sum of cash.

The soldiers worked as the finance officer and deputy finance officer for the United States Military Training Mission between 2006 and 2007 and had access to a government bank account.

According to the U.S. Department of Justice, the duo stole $2.7 million in 2006 through withdrawals in June and August, and sent the money home, according to Georgia Newsday. 

Both have been ordered to pay more than $2.2 million in restitution. The theft was uncovered in a Department of Defense audit.

Acting US Attorney John Horn said: 'Best we know from the evidence is they just shipped it back in boxes. It was all cash.

A North Korean envoy says his country has developed nuclear missiles and is prepared to use them at any time.
North Korean Ambassador to Britain Hyun Hak Bong said in a recent interview with British broadcaster Sky News that his government would use the missiles in response to a nuclear attack by the United States.
Asked whether North Korea has the ability now to launch a nuclear missile, Hyun replied: ``Any time. Any time. Yes.''
``If the United States strike us, we should strike back,'' he said.
Asked if North Korea would only fire nuclear missiles in retaliation, Hyun replied: ``We are a peace-loving people you know. We don't want war but we are not afraid of war. This is our policy of the government.''
North Korea is thought to have a handful of crude nuclear bombs and has conducted three nuclear tests since 2006. But experts are divided on how far it has come in developing the technology needed to miniaturize warheads so they can be placed on missiles.
The spokesman for South Korea's Defense Ministry, Kim Min-seok, said Saturday that while North Korea might have advanced its technologies for miniaturizing nuclear warheads so they can be installed on missiles, Seoul does not believe they have succeeded yet.
Kim pointed out that the North has conducted only three nuclear tests so far and it's unclear how successful they were.
The Washington-based Institute for Science and International Security recently estimated that North Korea currently has between 10 and 16 nuclear weapons, some based on plutonium, others on uranium. It concluded that North Korea already has plutonium-based weapons small enough to mount on medium-range and intercontinental-range missiles.

A group of U.S. military forces, including Special Forces commandos, have evacuated an air base after al-Qaida seized a nearby city, Yemeni military and security officials said Saturday.

The officials said the troops were leaving the al-Annad air base near the southern city of al-Houta. The officials, who spoke on condition of anonymity as they weren't authorized to discuss troop movements, did not say whether the troops left the country. U.S. officials declined to immediately comment Saturday.

There are about 100 American troops and Special Forces commandos believed to be at al-Annad. The base is where American and European military advisers help Yemen battle the country's local al-Qaida branch through drone strikes and logistical support.

Al-Qaida's local branch is considered by Washington to be the group's most dangerous offshoot. Al-Qaida militants took al-Houta on Friday.

The report of the evacuation comes a day after two mosques in the Yemeni capital, Sanaa, were attacked by suicide bombers, killing at least 137 and wounding about 350 people.

Responsibility for Friday's bombings was claimed by an alleged Islamic State affiliate calling itself "Sanaa Province." In its claim of responsibility, the group warned of an "upcoming flood" of attacks targeting the Houthi rebels.

The claim could not be independently confirmed and did not give concrete proof of Islamic State involvement. In Washington, White House spokesman Josh Earnest said the U.S. had seen no indications of an operational link between the Islamic State group and Friday's attacks.

U.S. air defense troops are training rapid deployment of Patriot missile launchers in Poland amid concerns that the conflict between Russia-backed rebels and government forces in Ukraine is threatening the security in the region.

On Saturday, at a test range in Sochaczew near Warsaw, two U.S. soldiers demonstrated for reporters the procedure of emplacement of a Patriot launching station of 16 missiles, as part of their week-long exercise.

Some 100 U.S. troops and 30 vehicles from the 5th Battalion of the 7th Air Defense Regiment arrived in Sochaczew this week from Germany, where they are stationed, to train with Polish troops. The exercise is aimed at showing the U.S. Army's capacity to deploy Patriot air and missile defense systems rapidly within NATO territory.

The Patriot missiles are superior to Poland's air defense weapons.

Poland's Defense Minister Tomasz Siemoniak and U.S. Ambassador Stephen Mull visited the troops on Saturday.

Speaking in fluent Polish, Mull said that the U.S. is always ready to "defend and stand by Poland's side in times of need."

Siemoniak said that the exercise in quick deployment of Patriot missiles is a response to the "events in the East of Europe."

In 2018, Poland is to be covered by a permanent U.S. air defense system to be built in Eastern Europe.

The Obama administration is setting new standards for the controversial hydraulic fracturing process, the first major federal effort to crack down on the practice that has largely been behind the nation's oil and natural gas boom.

The fracking standards only apply to drilling on leased federal land and land owned by American Indian tribes, which account for less than a quarter of the country’s oil production and 17 percent of its gas. The vast majority of fracking happens off federal land, regulators said.

The long-awaited rules from the Interior Department’s Bureau of Land Management (BLM) are meant, in part, to ease public fears about a practice that involves pumping fluids miles underground to extract oil and gas from small pockets in rock.

“This rule will move our nation forward as we ensure responsible development while protecting public land resources,” Interior Secretary Sally Jewell told reporters. “That’s good for the public; it’s good for industry; it’s good government.”
Jewell said the Interior Department’s current rules for oil and gas drilling do not sufficiently account for modern advances in fracking.

According to the Military-Industrial Commission in Moscow, a new aircraft, named the PAK TA, will be capable of flying supersonic speeds (up to 1235km/h), can carry up to 200 tonnes and have a range of at least 7,000 kilometres. Or roughly the distance between Sydney and Hong Kong.

Russia is supposedly hopeful to build 80 of the new PAK TA cargo aircraft by 2024.

However, pulling such a heavy weight at such at supersonic speeds has made many people sceptical. Not only that, the weight and size would require extremely large purpose built runways as well as consume a ridiculous amount of fuel, which would again limit where the aircraft could take off from. Not to mention its wingspan, making it an easy target for enemy forces.

It does fall in line with Russia’s goals of modernising its ageing airfleet within the next 10 years. The country has dedicated over $US130 billon through to 2020 in modernising its large air force.

Even if such technology was possible, Russia has been having massive problems with its next generation fighter, the T50. The Indian air force is reporting that the joint India-Russian jet still suffers from major engine and stealth problems, despite being towards the end of its development.

Initially, it was said that the plans for the PAK TA involved building fairly sedate subsonic air freighter that could cruise at speeds of 900km/h and go a distance of 4,500-kilometres. One military source told Russian news site Experts Online, that the initial project has changed to now give Russia the ability to place a battle-ready armoured force anywhere in the world.

A group of 9 judges reviewed the adultery law and 7 of them determined it to be unconstitutional. They ruled it infringes on South Koreans' constitutional right to privacy and freedom in their personal life. They added that the law violates the right of people to determine their own sexual behavior.

Adultery is a crime in many Muslim countries. Until recently, South Korea and Taiwan were among the few other places where the ban existed. South Korea's adultery law was enacted in 1953, stating any married man or woman who engaged in extra-marital affairs was to be punished. So was the partner in the affair, regardless of marital status. Violators could be jailed for up to two years.

The law was designed to protect women, who were in a more vulnerable social position at the time it was drawn up. The aim was to discourage husbands from cheating that could break up families. But critics have drawn attention to its shortcomings. Increasingly, people used it to get larger divorce settlements or to exact revenge on adulterous spouses.

During the time it was on the books, over 100,000 people were convicted of breaking the law, including famous actresses and athletes. The decision to scrap the law was influenced in part by three appeals to the constitutional court made by attorney Lee Chan-hee.

He argued that the law leads to government intrusion into personal matters and fundamental rights. "Choosing a sexual partner is a matter of privacy, guaranteed by the constitution," he says.

In 2010, Lee took on a case in which two military people were charged with adultery, an unmarried woman in her twenties and a married, senior officer in his forties. Lee represented the woman, but both were convicted and given a one year jail sentence, suspended for two years. They were also dismissed from the military. "If you're in the military or the civil service and you're found guilty, you're dismissed from your job," Lee says. "I think this punishment is too severe."

Lee was not the first lawyer to challenge the law. Since 1990, appeals claiming that it is unconstitutional have been filed four times. But each time, the court upheld the law.

Even women's groups that once wanted the law to be upheld say they will respect the court's decision. "I believe that, in the current era, the matter of divorce or adultery should be resolved by the people concerned," says Lim Jung-gyu of the Daejeon Women's Association United. "The law has no place in this matter."

For this president, its role has receded. When he wants to woo or entertain foreign leaders such as Chinese President Xi Jinping or Jordan’s King Abdullah II, Obama has opted for California’s Sunnylands retreat, which offers plenty of sunshine and an 18-hole golf course. When he’s looking to relax on his own, the woods are rarely his first choice.

SK Engineering and Construction (SK E&C) is being investigated for alleged bribing an official of the U.S. Forces Korea (USFK) to win the bid for expanding a military base in Pyeongtaek, Gyeonggi Province, police said Friday.
Channel A, a cable channel, claimed that the firm delivered money to a U.S. Army official via a subcontractor.

When contacted, the firm denied it. The USFK demanded a written inquiry be submitted, neither confirming nor denying the allegation.
In 2008, SK E&C won the bid to expand the military base on 2.3 square kilometers of land in Pyeongtaek in a project worth 460 billion won ($410 million).
Police recently questioned an official from the subcontractor, who claimed that he handed 500 million won to a U.S. Army official at the request of an SK official, according to Channel A
Police may also expand their investigation into other subcontractors suspected of being involved in the alleged bribery.
The government of President Park Geun-hye is engaged in a full-scale crackdown on corruption.

Earlier this week, former and incumbent executives from POSCO E&C were questioned for allegedly creating a 10 billion won slush fund for projects in Southeast Asia by inflating the costs of building expressways in Vietnam between 2009 and 2012 in collusion with local subcontractors.
On Wednesday, the prosecution raided head offices of the Korea National Oil Corp. (KNOC) and Keangnam Enterprises for their alleged corruption in the failed "energy diplomacy" conducted under the former Lee Myung-bak administration.

Keangnam obtained more than 35 billion won in special loans from the government for overseas development projects, and the prosecution found about 10 billion won of the money was instead sent to bank accounts of Keangnam Chairman Sung Woan-jong's family members.
Lotte Shopping is also under investigation for allegedly creating a slush fund using company workers' bank accounts.

President Barack Obama signed an executive order Thursday to slash the federal government’s greenhouse gas emissions, which the White House said is the equivalent to taking 5.5 million cars off the road.
Specifically, the order aims to cut federal agencies’ emissions 40 percent from 2008 levels over the next decade. It will also increase the level of electricity from renewable energy by 30 percent — a likely boon for solar, wind and other alternative energy industries the Obama administration has subsidized over the last six years.
Obama has been unable to get cap and trade legislation through Congress, and has vowed to take unilateral action on addressing climate change when possible. In an interview last week, Obama said some lawmakers that don’t want to take action on climate change are “shills” for the oil industry.
After signing the order, Obama went to the Department of Energy to participate in a roundtable discussion with industry executives that supply energy for the federal government, the nation’s largest energy consumer.
The White House says the decreased use in emissions will save taxpayers up to $18 billion through 2025. Federal energy suppliers represent more than $187 billion, or more than a third of all federal contract spending.

The United States plans to develop a new radar to deploy to Alaska to better defend against North Korean ballistic missiles, a senior defense official said Thursday.

Brian McKeon, principal deputy undersecretary of defense for policy, made the remark during a House Armed Services Committee hearing, saying the Pentagon is making various efforts to cope with ballistic missile threats from the North and Iran.

"It includes funding for the development of a new radar that when deployed in Alaska will provide persistent sensor coverage and improved discrimination capabilities against North Korea. It also continues funding for the redesign of the kill vehicle for the GBI," he said. GBI stands for ground-based interceptor.

McKeon also said the U.S. is on track to deploy 14 additional interceptors in Alaska by the end of 2017.

"These interceptors along with the 30 that are currently deployed will provide protection against both North Korean and Iranian ICBM threats as they emerge and evolve," he said, referring to intercontinental ballistic missiles. "We've also deployed a second forward base missile defense radar out to Japan, which is operating today."

Senator Mitch McConnell of Kentucky has begun an aggressive campaign to block President Obama’s climate change agenda in statehouses and courtrooms across the country, arenas far beyond Mr. McConnell’s official reach and authority.

The campaign of Mr. McConnell, the Senate majority leader, is aimed at stopping a set of Environmental Protection Agency regulations requiring states to reduce carbon pollution from coal-fired power plants, the nation’s largest source of greenhouse gas emissions.

Once enacted, the rules could shutter hundreds of coal-fired plants in what Mr. Obama has promoted as a transformation of the nation’s energy economy away from fossil fuels and toward sources like wind and solar power. Mr. McConnell, whose home state is one of the nation’s largest coal producers, has vowed to fight the rules.

Since Mr. McConnell is limited in how he can use his role in the Senate to block regulations, he has taken the unusual step of reaching out to governors with a legal blueprint for them to follow to stop the rules in their states. Mr. McConnell’s Senate staff, led by his longtime senior energy adviser, Neil Chatterjee, is coordinating with lawyers and lobbying firms to try to ensure that the state plans are tangled up in legal delays.

On Thursday, Mr. McConnell sent a detailed letter to every governor in the United States laying out a carefully researched legal argument as to why states should not comply with Mr. Obama’s regulations. In the letter, Mr. McConnell wrote that the president was “allowing the E.P.A. to wrest control of a state’s energy policy.”

After years of blocking U.N. efforts to pressure Israelis and Palestinians into accepting a lasting two-state solution, the United States is edging closer toward supporting a U.N. Security Council resolution that would call for the resumption of political talks to conclude a final peace settlement, according to Western diplomats.

The move follows Israeli Prime Minister Benjamin Netanyahu’s decisive re-election Tuesday after the incumbent publicly abandoned his commitment to negotiate a Palestinian state — the basis of more than 20 years of U.S. diplomatic efforts — and promised to continue the construction of settlements on occupied territory. The development also reflects deepening pessimism over the prospect of U.S.-brokered negotiations delivering peace between Israelis and Palestinians.

Shortly before this week’s election, the United States informed its diplomatic partners that it would hold off any moves in the U.N. Security Council designed to put Israel on the spot at the United Nations in the event that Netanyahu’s challenger, Isaac Herzog, won the election. But U.S. officials signaled a willingness to consider a U.N. resolution in the event that Netanyahu was re-elected and formed a coalition government opposed to peace talks. The United States has not yet circulated a draft, but diplomats say Washington has set some red lines and is unwilling to agree to set a fixed deadline for political talks to conclude.

MICROSOFT RIVAL TO SERI CALLED CORTANA IS ONLY AVAILABLE ON MS SMARTPHONES BUT SOON TO BE AN APP COMPATIBLE WITH THE APPLE IOS AND GOOGLE ANDROID

Microsoft is working on an advanced version of its competitor to Apple's Siri, using research from an artificial intelligence project called "Einstein".

Microsoft has been running its "personal assistant" Cortana on its Windows phones for a year, and will put the new version on the desktop with the arrival of Windows 10 this spring.

Later, Cortana will be available as a standalone app, usable on phones and tablets powered by Apple's iOS and Google's Android, people familiar with the project said.

"This kind of technology, which can read and understand email, will play a central role in the next roll out of Cortana, which we are working on now for the fall time frame," said Eric Horvitz, managing director of Microsoft Research and a part of the Einstein project, in an interview at the company's Redmond, Washington, headquarters. Horvitz and Microsoft declined comment on any plan to take Cortana beyond Windows.

The plan to put Cortana on machines running software from rivals such as Apple and Google, as well as the Einstein project, have not been reported. Cortana is the name of an artificial intelligence character in the video game series Halo.

They represent a new front in CEO Satya Nadella's battle to sell Microsoft software on any device or platform, rather than trying to force customers to use Windows. Success on rivals' platforms could create new markets and greater relevance for the company best known for its decades-old operating system.

Hyundai Motor's Genesis was the third most popular car in the U.S. midsize premium sedan market during the first two months of the year.
The Korean carmaker sold some 4,200 units of the Genesis in January and February, more than doubling its sales on-year, and beating Audi and Lexus. Its market share rose from 4.3 percent to 12 percent over the same period.

The BMW 5 series led the segment (6,960 units), followed by the Mercedes-Benz E-Class (6,740).
The Genesis saw its popularity soar with the release of the latest model in April last year.

German Chancellor Angela Merkel has arguably elevated herself to the level of a truly great world leader.
The first East German-born head of a unified Germany has done a lot throughout her career.

On the European front, she has led the delicate work of coordinating the many conflicting interests of her country, Europe's biggest creditor, and debtor countries such as Greece in order to save the euro, the key foundation of the European Union.
On the global stage, she has shown courage and finesse to call a spade a spade, almost an impossible task for any leader nowadays.

During her recent visit to Japan, she told her host Prime Minister Shinzo Abe to stop whitewashing his country's wartime misdeeds and face history as it took place.
Abe was pictured with his left hand covering his face in an apparent attempt to dismiss the awkward moment during their joint conference.

Merkel spoke clearly that Japan should resolve the issue of comfort women, who were forced to serve at Japan's Imperial Army brothels.
Her direct way of speaking to the Japanese conscience looks stark in comparison with the tepid way U.S. President Barack Obama addressed the same issue during his tour of Japan and Korea last year.

Obama, who still looks way short of what a Nobel Peace Prize winner should aspire to be, skipped any reference to comfort women while visiting Japan. Only when he came to Korea, the next stop, he said that sex slavery was a "shocking" violation of human rights. But this was one day too late.

Even when on topic, he didn't call on Japan to repent and take action accordingly.
But the German Chancellor was different in telling Japan to make the first moves to reconcile with its neighbors and sincerely seek their forgiveness, which she said is the only path to reconciliation.
