A worldwide Christian organization says that the horrific executions of Christians by members of ISIS in Libya in February have sparked a surge in conversations between Christians and Muslims about faith.

Tami Yeager, a volunteer coordinator with the Voice of the Martyrs, reports the “vivid video footage” “did not spark division amongst Egypt’s 10 million Christians and 73 million Muslims.”

Quite the contrary, she said, “the declarations of faith uttered by the men only moments before their death have created fertile soil for conversation between Muslims and Christians.”

Her report appeared on the VOM blog site this week as a followup to a trip to the Middle East. The Christians killed by ISIS in February were mostly Egyptians who had gone to Libya for various jobs.

The ISIS video shows black-clad executioners leading a line of Christians down onto a beach then executing them.

Yeager reported: “Militants released video footage of the martyrdom of Coptic Christian men in Libya. The footage of their martyrdom included a caption that read – ‘The people of the cross, followers of the hostile Egyptian church.’ The 21 men who knelt before their persecutors were identified as ‘people of the cross,’ and asked to deny their faith or die. Many of the men are seen uttering their final words on this earth – ‘Lord Jesus Christ.’”

US surveillance aircraft and naval ships have yet to test China's territorial claims around artificial islands built in the South China Sea, but the Pentagon warned Thursday that could be "the next step."

Although the United States does not recognize China's claims of sovereignty around the manmade structures, American P-8 surveillance planes and naval vessels patrolling the area have not ventured within 12 nautical miles of the artificial islands -- the standard territorial zone around natural land.  

"That would be the next step," Pentagon spokesman Colonel Steven Warren told reporters.

Asked if the military would move to within that sensitive zone, he said: "We don't have any announcement to make on next steps. We are going to continue our routine flights."

US officials have said they are weighing sending warships and surveillance aircraft within 12 nautical miles of the manmade islands in the South China Sea to test Beijing's controversial territorial claims.

But the move could raise tensions and lead to a standoff on the high seas -- in an area vital to global shipping lanes.

Beijing regards almost the whole of the South China Sea as its own.

The comments came after an American television crew aboard a P-8 Poseidon plane captured a tense radio exchange between the US aircraft and Chinese forces in the South China Sea.

"This is the Chinese navy ... This is the Chinese navy ... Please go away ...  to avoid misunderstanding," a voice can be heard telling the Americans, according to a video of the exchange released by the US Navy.

The Chinese navy issued eight such warnings during the P-8's flight near the Fiery Cross Reef, one of the sites of Beijing's massive land reclamation effort, CNN reported.

American pilots replied in each case that they were flying through "international airspace."

Journalists are rarely allowed to fly in a sophisticated P-8 spy plane, much less permitted to film inside the cockpit, as the CNN crew was.

The extraordinary access, along with a rare video released by the US Navy from the P-8's flight, underscored Washington's determination to focus global attention on China's large-scale dredging work in the South China Sea.

The Chinese warnings to the US aircraft are typical and occur frequently, a navy official told AFP.

"It's not uncommon," the official said. 

And sometimes the Chinese send military aircraft to visually identify American planes in the area, the official added.

With Beijing pursuing land reclamation at an unprecedented pace, a US naval commander has accused China of building a "great wall of sand" in the South China Sea to bolster its territorial claims.

At Tze’elim reservoir in the Negev, Israeli startup Neotop tests new technology that reduces surface temperatures, algae and evaporation.

Developed by the Israeli startup Neotop (formerly known as Top-It-Up), the mass of balls serves as a floating cooling tower, reducing surface temperatures, algae and evaporation up to 95 percent. It’s one of many potential water-saving solutions to come out of Israel’s high-tech dream factory.

This could make a difference in California. With the state’s reservoirs at historic lows — the two biggest, Shasta Lake and Lake Oroville, both down 40 percent — every drop counts.

Living in a land of permanent water scarcity, Israelis grow up with a credo of water conservation. The country pioneered drip irrigation and wastewater recycling. As California bakes in its fourth year of exceptional drought — the worst stretch in 1,200 years — Israel has much to offer by way of remedies.

Sectors of California’s agriculture industry, such as grape growers, long ago took up Israeli-style drip irrigation. And this fall, the largest ocean desalination plant in the Western Hemisphere, a project designed and being built by IDE Technologies of Israel, is set to open near San Diego.

With the drought worsening, state water managers have been seeking Israeli expertise. On June 11, Israeli hydrologists and entrepreneurs will meet in Sacramento with state politicians, academics and other water experts for a daylong conference titled “Israel Water Technology: Opportunities for California.” Together they will explore ways to bring Israeli experience and know-how to California.

Noam Levy, for one, hopes Neotop has a future in the Golden State.

“We are just beginning commercialization of the project and manufacture in Israel,” said Levy, the company’s CEO. “We are aiming for the U.S. market, mainly California.”

Reservoir preservation is one piece of California’s complicated water puzzle. Aging infrastructure and an antiquated patchwork of water agencies make it difficult to reach consensus about how best to address the crisis.

Stakeholders include agriculture, industry, cities and Mother Nature herself, which depends on plentiful fresh water to maintain eco-balance.

Once abundant, water is hard to come by in the age of climate change. According to the California Department of Water Resources, 2012-2014 was the driest three-year period on record. Last month, the Sierra Nevada snowpack measured 5 percent of average, the lowest in history.

In January, Gov. Jerry Brown declared a drought state of emergency, with the State Water Resources Control Board ordering new restrictions on water use, including limiting outdoor watering to two days per week.

Then in April, Brown ordered mandatory 25 percent water reductions in cities and towns, and though those restrictions went into effect this month, so far compliance has been laughably low.

Samsung Electronics Co., South Korea's top chipmaker, narrowed its gap with No. 1 global player Intel Corp. in chip sales in the first quarter of the year, data showed Friday.

Samsung's chip sales increased 6 percent on-year in the January-March period to $9.33 billion, the data compiled by industry tracker IC Insights showed. In contrast, Intel's semiconductor shipment remained nearly unchanged at $11.63 billion over the cited period.

Foundry operator Taiwan Semiconductor Manufacturing Co. followed with $6.9 billion in sales in the first quarter, up 44 percent on-year. U.S.-based Qualcomm Inc. raked in $4.4 billion from chip sales.

SK hynix, which ranked sixth for all of 2014, climbed one notch in the first quarter of the year with sales of $4.3 billion, up 25 percent from a year earlier. Its rival U.S. Micron Technology Inc. slipped one step as its sales only inched up 1 percent on-year to $4.07 billion.

"With Qualcomm's sales hitting a soft patch and SK hynix continuing to increase its share in the memory market, IC Insights believes that the company could move past Qualcomm into the fourth spot when the full-year sales totals for this year are tallied," IC Insights said.

Texas Instruments Inc. came in seventh with $2.9 billion in sales, followed by Japan's Toshiba Corp. with $2.75 billion and U.S.-based Broadcom Corp. with $2.05 billion won. Taiwan's MediaTek Inc. posted $1.7 billion in sales.

Seoul said Thursday that three people have been infected by Middle East Respiratory Syndrome (MERS) and 64 people, including health care workers and the patients’ families, are being monitored for possible infection.
All three patients were quarantined at a government-certified facility and reported to be in stable condition.
The first confirmed patient was diagnosed with the disease on Wednesday, about 17 days after he returned to Korea from trip to the Middle East and eight days after he started showing symptoms, including high fever and coughing.
Health authorities said Thursday the patient spent time in the United Arab Emirates and Saudi Arabia, in addition to Bahrain ― which he initially claimed was the only country he visited ― during his trip that lasted from April 18 to May 3.
More than 95 percent of the confirmed patients worldwide lived in the Middle East, particularly Saudi Arabia and the UAE. To date, there are no confirmed cases of MERS in Bahrain.

Standing guard at his frontline post, Libyan soldier Mohammed Abu Shager can see where Islamic State militants are holed up with their heavy weaponry less than a kilometre away.

The militants have effectively taken over former dictator Muammar Gaddafi's home city of Sirte as they exploit a civil war between two rival governments to expand in North Africa.

"Every night they open fire on us," said Abu Shebar, who with comrades on Sirte's western outskirts holds the last position of troops belonging to one of the two warring Libyan governments, the General National Congress, which controls the capital Tripoli and most of the west of the country.

"They are only active at night," he said, pointing to the militants' position in a house just down the road blocked by sandbags. He sleeps in a shed next to his firing positions where used tank shells litter the ground.

Libya, which has descended into near anarchy since NATO warplanes helped rebels overthrow Gaddafi in a 2011 civil war, is now the third big stronghold for the Sunni Islamist group, also known as ISIS or ISIL, which declared a Caliphate to rule over all Muslims from territory it holds in Syria and Iraq.

Islamic State fighters became a major force last year in Derna, a jihadi bastion in Libya's east, and quickly spread to the biggest eastern city Benghazi, where they have conducted suicide bombings on streets divided among armed factions.

LG Display pledged to dominate the global display market Tuesday by solidifying its leadership in the organic light-emitting diode (OLED) products sector.
It said the time has come for a shift of focus to OLED displays from conventional liquid crystal display (LCD) products.
Yeo Sang-deok, president of LG Display's OLED business, said the company will nurture its OLED business as a new engine for the nation's economic growth.
"OLEDs will become the next growth engine, helping Korea extend its leadership in the global display industry," Yeo said at a press conference. "You need to have the next things that will replace LCDs, as LCDs are already being commoditized hit by the rise of Chinese firms. And OLED is the very next thing."
OLED panels are considered the next-generation displays as they do not use bulky backlight, making them slimmer and much brighter than LCD panels.
Still, OLEDs are more expensive than LCDs, and also LG's chief local rival Samsung Display is enhancing the picture quality on LCD-based panels such as those with quantum dot and UHD technologies.
Yeo said LG is aware of the price issues to create further demand for OLED panels.
However, he said it is ready to resolve the issues as it's been teaming up with local suppliers and materials providers to cut the costs of OLED panels.

A top U.S. military official strongly suggested Tuesday that North Korea manipulated a video of its recent test of a submarine-launched ballistic missile to exaggerate progress in its SLBM development.

"Just a few weeks ago, we saw Pyongyang raving about a test of a submarine-launched ballistic missile capability. Fortunately, they've not gone as far as their clever video editors and spinmeisters would have us believe," Adm. James A. Winnefeld Jr., vice chairman of the Joint Chiefs of Staff, said during a discussion at the Center for Strategic and International Studies.

"They are many years away from developing this capability," he said.

The North claimed earlier this month that leader Kim Jong-un oversaw a successful underwater test-launch of a "strategic submarine ballistic missile." The test, if confirmed, would represent a significant step forward in the North's missile technology.

But last week, Joseph Bermudez, a top North Korea military expert, claimed that the North is believed to have test-fired the missile from a submerged barge, not from a submarine, and that the North appears to have "photoshopped" images of the test to exaggerate progress.

Despite the manipulation, Winnefeld stressed a North Koren SLBM could be a serious threat.

"If they are eventually able to do so, it will present a hard-to-detect danger for Japan, South Korea as well as our servicemembers stationed in the region. This only reinforces the importance of regional ballistic missile defense," he said.

ABC has plenty of reasons to be freaking out over the George Stephanopoulos scandal — 105 million, to be exact.

The “Good Morning America” and “This Week” anchor renewed his contract last year for $105 million, TV industry sources told The Post Monday.

The seven-year deal — which dwarfs the five-year, $50 million contract scored by since-suspended NBC rival Brian Williams — was supposed to keep Stephanopoulos in front of ABC’s cameras through 2021.

But now his credibility, and future, have been called into question since he admitted Friday that he had donated $75,000 to the Clinton Foundation since 2011, just as the presidential race gears up with Hillary Rodham Clinton the leading Democrat.

In a mea culpa delivered Sunday on “This Week,” Stephanopoulos, who was also a top aide in President Bill Clinton’s White House, said the gifts “were a matter of public record, but I should have made additional disclosures on air when we covered the foundation.”

It was his second on-air apology in less than a week.

Sources have said ABC News execs were blindsided by Stephanopoulos’ largesse, and one TV insider noted Monday that “ABC really has all their money on Stephanopoulos.”

“ABC was desperate to lock him down after Josh Elliott left,” the source said.

“But network execs didn’t announce the figure because they didn’t want George to get the kind of backlash that Matt Lauer got over his huge NBC contract,” which pays him $20 million a year to host the “Today” show.

“If [Stephanopoulos] stumbles, so does the network,” the source added.

When Stephanopoulos signed his contract extension in April 2014, an ABC spokesman said, “George is vital to the success of the news division and will continue to be a leader here at ABC News. We expect him to remain with us for many, many years.”

Republicans have already said that Stephanopoulos’ donations disqualified him from moderating a GOP primary debate, and a spokesman for one candidate, US Sen. Rand Paul (R-Ky.), went even further on Monday.

Bill Clinton, George W. Bush and other former presidents who earn lucrative speaking fees and draw other income would no longer be able to count on taxpayer dollars to pay for their post-White House office space and staff under a bill in the House.

On a voice vote, the House Oversight panel backed a measure Tuesday to limit taxpayer dollars for expenses, including travel, incurred by ex-presidents who earn more than $400,000 a year.

U.S. taxpayers paid a total of $3.5 million last year in pensions and benefits to the four living former presidents, including $1.3 million for Bush and $950,000 for Clinton, according to a report by the Congressional Research Service. Most of that money was for sprawling office space in Dallas and New York, respectively.

Both Clinton and Bush, like other ex-presidents before them, have earned millions in speaking fees since leaving office.

The oversight committee acted just days after Hillary Rodham Clinton reported that she and her husband earned more than $30 million combined in speaking fees and book royalties since January 2014. The earnings put the couple in the top one-10th of 1 percent of all Americans.

The House bill would set presidential pensions at $200,000 a year, nearly the same as the current amount, with an additional $200,000 set aside for office space and other expenses. The bill would reduce expense payments by $1 for every dollar above $400,000 earned by a former president.

Under the legislation, ex-presidents who earn more than $600,000 a year would not receive federal funds for office expenses or travel. Presidential pensions would not be affected by the amount of income earned.

The ongoing suit over a multibillion-dollar investment compensation against U.S. private equity firm Lone Star is a battle with no retreat for the South Korean government, which has much to lose.
The $4.7 billion dispute settlement has so far cost 24 billion won ($22 million) in litigation expenses, and the amount is expected to escalate further in upcoming years, now that the hearing has kicked off.
Much to Seoul’s concern, however, the legal dispute is currently in a deadlock, with no conspicuous signs of victory so far.
Last Friday, the International Center for Settlement of Investment Disputes, an international arbitral organization, kicked off its 10-day hearing in Washington, D.C., to judge whether the Korean government caused financial damages to Lone Star during the latter’s sell-off of Korea Exchange Bank.
The suit, which was filed in November 2012, cost 4.8 billion won in 2013, 8 billion won in 2014 and 11.2 billion won so far this year, according to data submitted by the Ministry of Justice to the National Assembly.
