THE US HAS FIRMED UP FOR THAAD TO BE DEPLOYED IN KOREA–TO COUNTER N KOREA DRIVE FOR NUCLEAR SUPREMACY–THE THAAD NEEDED TO PROTECT THE 28,000 US TROOPS STATIONED IN S KOREA

Senior U.S. officials reaffirmed Thursday that Washington is considering the stationing of a Terminal High Altitude Area Defense (THADD) unit on the Korean Peninsula to protect its troops stationed in South Korea from growing threats from the North.
Frank Rose, U.S. assistant secretary of state for arms control, said that the position of his country regarding the need for THAAD deployment remains "unchanged." He referred to his previous remarks that the U.S. was considering the permanent deployment of a battery here.
Rose made the latest comments during an Atlantic Council conference on missile defense in Washington.

He added that no decisions have been made, nor have any official discussions been held with Seoul officials.
Last month, Rose made similar remarks at a seminar hosted by the Institute for Corean-American Studies (ICAS) in Washington.
Brian P. McKeon, principal deputy under secretary of defense for policy, who also attended the Atlantic Council conference, echoed Rose's stance. He said the U.S. needs to have "a conversation" with the South Korean government about the THAAD deployment.

Japan and the United States are likely to resolve outstanding bilateral issues so that a 12-nation Trans-Pacific Partnership (TPP) deal can be struck at a multilateral ministerial meeting expected in July, a senior Japanese official said on Friday.

A deal between the United States and Japan, the world’s largest and third-largest economies, is vital to clinching the multilateral TPP pact, which would cover 40% of the world economy. The deal is a key part of U.S. President Barack Obama’s strategic rebalance to Asia in the face of a rising China.

The politically touchy matters of access to Japan’s market for farm products including rice and the U.S. market for auto parts are among remaining bilateral issues, the official said told Reuters.

“It is not anticipated that these remaining issues will be stumbling blocks for a U.S.-Japan agreement,” the official said. “We are confident we will be able to resolve them in time for concluding TPP negotiations overall.”

After a six-week Congressional battle, the U.S. Senate voted 60 to 38 on Wednesday to grant Obama “fast-track” power to negotiate trade deals and speed them through Congress.

Japan and some other countries had wanted fast-track to be approved before making final offers on the trade deal. The Japanese official declined to give details of the negotiations.

Intellectual property protection including for newly-developed drugs ranks high among the issues to be resolved to clinch the multilateral TPP deal, which would harmonise rules and standards and lower trade barriers among the 12 developed and emerging nations.

“If not conducted satisfactorily, it could very well be a reason for the U.S. Congress to reject TPP. So it is a prerequisite for a TPP agreement to include high standard protection for new drugs,” the Japanese official said.

But the official nonetheless sounded an optimistic note.

“I don’t think any remaining issues cannot be resolved if there is sufficient political attention and input required to solve these in time for the ministerial meeting that we expect to be held before the end of July,” he said.

Prime Minister Shinzo Abe has touted TPP as an engine of reforms needed to drive growth. Japanese officials also hope the pan-Pacific deal will help anchor ally Washington in Asia and create a rule-based regime that would eventually draw in China.

If the TPP is agreed in late July or early August, the deal could be up for a final vote in U.S. Congress in the first half of December. Other countries also have to seek lawmakers’ approval.

Few events will be as significant for the world in the next 15 years as China opening its capital borders, a shift that economists and regulators across the world are now starting to grapple with.

With China’s leadership aiming to scale back the role of investment in the domestic economy, the nation’s surfeit of savings -- deposits currently stand at $21 trillion -- will increasingly need to be deployed overseas. That’s also becoming easier, as Premier Li Keqiang relaxes capital-flow regulations.

The consequences ultimately could rival the transformation wrought by the Communist nation’s fusion with the global trading system, capped by its 2001 World Trade Organization entry. That stage saw goods made cheaper across the world, boosting the purchasing power of low-income families at the cost of hollowed-out industries.

Some changes are easy to envision: watch out for Mao Zedong’s visage on banknotes as the yuan makes its way into more corners of the globe. China’s giant banks will increasingly dot New York, London and Tokyo skylines, joining U.S., European and Japanese names. Property prices from California to Sydney to Southeast Asia already have seen the influence of Chinese buying.

Other shifts are tougher to gauge. International investors including pension funds, which have had limited entry to China to date, will pour in, clouding how big a net money exporter China will be. Deutsche Bank AG is among those foreseeing mass net outflows, which could go to fund large-scale infrastructure, or stoke asset prices by depressing long-term borrowing costs.

‘Historic Proportions’

“This era will be marked by China shifting from a large net importer of capital to one of the world’s largest exporters of capital,” Charles Li, chief executive officer of Hong Kong Exchanges & Clearing Ltd., the city’s stock market, wrote in a blog this month. Eventually, there will be “fund outflows of historic proportions, driven by China’s needs to deploy and diversify its national wealth to the global markets,” he wrote.

The continuing opening of China’s capital account will also promote the trading of commodities in yuan, and boost China’s ability to influence their prices, according to an analysis by Bloomberg Intelligence.

It has been a victorious week for Barack Obama, and arguably the best one of his presidency.

His spectacular seven days have included triumphs in healthcare reform, a trade deal and the legalization of gay marriage across the United States.

But it all seemed to come together on Friday, when he paused during a stirring eulogy to a victim of the Charleston massacre, and sung the opening lines to Amazing Graze - prompting the entire congregation to join in. 

The speech which stunned the crowd touched upon gun violence, voter suppression and the fate of the Confederate flag.

It comes as he enters his final year-and-a-half in office - with some arguing it is the start of a victory lap.

On June 18–the day after the heinous attack in which nine were killed at Charleston’s Emanuel African Methodist Episcopal Church–President Obama said, “At some point, we as a country will have to reckon with the fact that this type of mass violence does not happen in other advanced countries.”

On June 26, the world woke up to news of one person attacked and beheaded in a French factory and 37 gunned down at a Tunisia resort.

The beheading took place in Grenoble, France, where two men rammed the factory with a car, then set off explosives. One individual was then beheaded and his head placed on a fence.

In Tunisia, at least 37 tourists were gunned down, including five Britons. The incident happened as “Islamic terrorists reportedly ‘shot people on sunbeds’ along a beach packed with western holidaymakers at the popular holiday resort.”

Again, on June 18, President Obama said, “Mass violence does not happen in other advanced countries.” Yet even prior to the news of today’s beheading and the resort attack in Tunisia, Obama’s statement flew in the face of terrible, violent acts that had already taken place in countries like France, Denmark, and Norway.

The Pew Research Center recently released a study on how people in 39 different countries around the world view the United States. One of the questions they asked was whether or not respondents had a favorable or unfavorable opinion of the US.

The results varied pretty widely. The US is very popular in sub-Saharan Africa: Five of the six countries with the highest net favorable views of the US were in that region. The US maintains positive approval ratings in most other regions as well, including Europe, Asia, and Latin America.

The Middle East is more of a mixed bag. While 39% of Lebanese respondents had a favorable view of the US, a full 60% had an unfavorable view. Residents of Jordan had the absolute lowest net approval of the US among the 39 countries in the study, with 83% unfavorable compared to just 14% favorable.

In American society, the Korean War (1950-1953) is called "the forgotten war." The reason for this is the fact that the war, notwithstanding the enormous sacrifice of the American soldiers, ended with the status quo intact.
There were no victory feasts, nor Hollywood movies dedicated to the conflict as happened with World War II; rather it simply faded from people's memory. The Korean War was the first war of the nuclear weapons era and was destined to be a restricted war from the beginning.
The conflict left valuable heritage for the Korean people ― a spiritual reformation which became the spiritual base to make "the Miracle on Han River" possible and the Korea-U.S. alliance which became the backbone for the security of South Korea in deterring North Korean aggression.

During the war, Koreans learned about American democracy and a pioneer spirit that they used themselves to have the "Miracle on the Han River." Without the participation of the United States in the war, South Korea may have fallen within a month. When the war broke out, there was no security alliance between South Korea and the United States, and the Korean Peninsula did not have such strategic value as nowadays.
President Harry Truman decided to send American soldiers just to keep peace of the free world and to deter the communist expansionism. During the war, South Korea aspired for concluding security alliance with the U.S. to deter North Korea's re-aggression, but the public opinion of American society was against it.
Anti-war sentiment was so prevalent in the American society at that time that the prime election pledge of presidential candidate Dwight Eisenhower was the "early cessation of the war."
The South Korea-U.S. Alliance was the result of the life-or-death aspirations of South Korean people. In spite of the hesitant attitude of American people toward the agreement, the U.S. poured full efforts into making South Korea a successful example to the free world based on democracy and a free market economy.
The U.S. rescued South Korea from communist aggression through great sacrifice and 37,000 deaths, 100,000 wounded, and 8,000 missing and helped South Korea's economic progress with an astronomical amount of assistance.
In the Korean War, 142 sons of generals voluntarily participated, and 35 among them including the 8th Army Commanders Walker, Van Fleet, and Clark were killed or seriously wounded.
That was an example of the "noblesse oblige" the Korean leaders of today should learn from. The miracle on the Han River is the result of "blood, sweat, tears and efforts" our two peoples shared together. The twice blood-sharing friendship between our two countries during the Korean War and the Vietnam War will be cherished in our hearts and minds as "God-given asset" for our co-prosperity in the future.
As long as we Koreans cherish the dedicated sacrifice of the American soldiers and people, the Korean War will be remembered in our bosoms forever as "the unforgettable war."

In many ways, President Obama's new policies regarding hostages are an understandable reaction to heartrending stories from the families of the victims of terrorist hostage-taking.

In fact, some of his initiatives are overdue and warranted. For example, the establishment of a dedicated fusion cell, as well as better communication with the families of the taken, are the kinds of things that make eminent sense. Even something as controversial as assisting families with contacting hostage-takers can find logic in many instances.

But the president's decision to permit families to pay ransoms is unwise, and one for which innocent people may pay the price. Inevitably, such financial support will enable extremists to commit further acts of terrorism, including taking even more hostages. Then-Under Secretary for Terrorism and Finance Intelligence David Cohen (now deputy director of the CIA) has made these very points. Speaking in August 2014, he said that "[r]ansom payments lead to future kidnappings, and future kidnappings lead to additional ransom payments. And it all builds the capacity of terrorist organizations to conduct attacks."

Likewise, terrorism expert Brian Michael Jenkins has pointed that the $132 million ransom allegedly demanded by kidnappers for James Foley was the "the equivalent of several hundred thousand AK-47s at black market prices or more than 200 times what it cost al Qaeda to carry out the 9/11 attacks." One can only imagine the nightmares so much money could have fueled had the Foley family somehow managed to raise it.

In a long-sought victory for the gay rights movement, the Supreme Court ruled by a 5-to-4 vote on Friday that the Constitution guarantees a right to same-sex marriage.

“No longer may this liberty be denied,” Justice Anthony M. Kennedy wrote for the majority in the historic decision. “No union is more profound than marriage, for it embodies the highest ideals of love, fidelity, devotion, sacrifice and family. In forming a marital union, two people become something greater than once they were.”

Marriage is a “keystone of our social order,” Justice Kennedy said, adding that the plaintiffs in the case were seeking “equal dignity in the eyes of the law.”

The decision, which was the culmination of decades of litigation and activism, set off jubilation and tearful embraces across the country, the first same-sex marriages in several states, and resistance — or at least stalling — in others. It came against the backdrop of fast-moving changes in public opinion, with polls indicating that most Americans now approve of the unions.

Democrats in the south also resisted civil rights legislation. Al Gore Sr., Vice-President Al Gore’s father, was one of them. R.D. Davis writes in “Blacks ‘Gored’ By a Lie: Al Gore Sr. the GOP and the Civil Rights Act of 1964”:

“In a... speech to the NAACP [then] Vice President Gore said his father lost his Senate seat because he supported civil rights legislation. Fellow black Americans let me set history straight. Al Gore Sr. together with the rest of the southern Democrats voted against the Civil Rights Act of 1964.

“Congressional Quarterly reported that in the House of Representatives 61% of Democrats (152 for 96 against) voted for the Civil Rights Act as opposed to 80% of Republicans (138 for 38 against). In the Senate 69% of Democrats (46 for 21 against) voted for the Act while 82% of Republicans did (27 for 6 against). All southern Democrats voted against the Act.

Let’s not forget that the Democrat Party had a bona fide member of the Ku Klux Klan as its most senior member in the Senate. Robert Byrd of West Virginia served as a U.S. Representative from 1953 until 1959 and as a U.S. Senator from 1959 to 2010 as a Democrat.

Walmart and Amazon will no longer stock merchandise bearing the Confederate flag after the Charleston church massacre, in a growing movement against what critics say is a symbol of racism in the American South.
The retail giants were joined by eBay, Sears and Kmart and follows calls from South Carolina state governor Nikki Haley to remove the controversial flag from the grounds of the state capital following protests at the weekend.
Civil rights activists have long pushed for the flag to be removed from official use and the debate has returned to the spotlight since last week‘s killings by suspected white supremacist gunman Dylan Roof, who appears in photos with the banner on a website linked to his name.
Unemployed loner Roof has been charged with nine counts of murder. All his victims were black.

S KOREA MERS OUTBREAK SINCE MAY 2015 TO TODAY 180 CONFIRMED INFECTED, 29 DEATHS (50 YEARS OLD AND ABOVE), 74 RECOVERED FROM THE ILLNESS, AND 2,640 STILL IN QUARANTINE

 

A caregiver who had not been informed about her exposure to Middle East respiratory syndrome virus died just two days after her official MERS diagnosis on Wednesday, raising questions once again about the government’s handling of the outbreak.
Her death was one of two reported by Seoul on Thursday, raising the nation’s death toll to 29 and the fatality rate of the disease to 16.1 percent. Health authorities also confirmed one new case at a Busan-based hospital, bringing the total number of MERS cases to 180.
The late caregiver -- the nation’s 173rd MERS case -- is believed to have been exposed to the virus on June 5, when she accompanied her client to Kyung Hee University Hospital at Gangdong in Seoul, where the 76th MERS patient was staying at the time.
The 70-year-old, however, had never been informed about the exposure by the authorities, and therefore was never put under quarantine.

To prevent suspected patients' omission from the monitoring list, the government now has all visitors to emergency rooms, including patients, guardians, ambulance workers and other staffers, leave their names and contact information.
In the meantime, one new MERS case has been confirmed, with total confirmed cases rising to 180. The 55-year-old man contracted the disease at Good GangAn Hospital in Busan.

Seven patients meanwhile have recovered and were released from quarantine facilities, raising the total to 74. The figure means that 41.1 percent of total confirmed patients have now recovered.

The 74 people recovered 12.4 days on average after being confirmed, and 18.3 days after first showing symptoms.
Some 2,640 are still in isolation for possible exposure to MERS patients.

A dominant 5-2 win over Japan started with a scoring flurry from the U.S., with four goals in the first 16 minutes, including a hat trick from Carli Lloyd, who who tied for the tournament lead in goals.

Lloyd won the the Golden Ball as the top player in the FIFA Women's World Cup. 

It was the first hat trick for the U.S. at the Women's World Cup since 1991.

With the win, the U-S is the first nation to win the Women's World Cup three times, after previously winning in 1991 and 1999.

Tokyo has been listed as the top city for quality of life.
In lifestyle magazine Monocle's annual "quality of life" survey, the Japanese capital scored highly on the number of international routes, size of cycling communities, price of a good lunch and the number of public libraries.
This year, the survey added 22 metrics including living expenses and coffee prices.

"It manages to do something no other global metropolis can _ provide a great quality of life for those who live there and also visit," Monocle said of Tokyo.
"From culture to security, food to courtesy, it has everything covered."
Among the list of 25, the top 10 cities were mostly in Western Europe. Vienna came second, followed by Berlin, Melbourne, Sydney, Stockholm, Vancouver, Helsinki, Munich and Copenhagen and Zurich, which tied in 10th place. Seoul did not make the list.

As the F-35 Joint Strike Fighter program continues to accrue criticism over cost and schedule overruns and missed milestones, the U.S. Navy is looking to an old standby—the Boeing-built F/A-18 Super Hornet—to plug potential holes in its airborne fleet. The Navy’s unfunded “wish list,” headed to lawmakers’ desks this week, includes 12 Boeing-built F/A-18 fighter jets alongside eight Lockheed Martin F-35Cs. Each purchase would be worth roughly $1 billion for the companies—if Congress decides to fund them.

That’s great news for Boeing BA -0.17% , whose F/A-18 production line is set to cease production in 2017 if the company receives no new orders. But a decision on whether to spend the company’s own cash on long-lead production materials like titanium will have to be made this summer, before Congress finalizes its fiscal 2016 budget. A strong signal from the Navy and Congress now could play a big role in that decision…….

……Boeing needs to produce at least two aircraft per month to keep its St. Louis-based F/A-18 assembly line economically viable, so the additional dozen F/A-18s desired by the Navy would only sustain production for an additional six months. But it would keep it humming into mid-2018, when further U.S. orders or a foreign customer might extend production further still. Boeing is currently chasing a potential deal with Kuwait for a reported 28 aircraft. Other Gulf nations as well as Denmark and Belgium are weighing fighter jet orders at the end of the decade as well. An lifeline for the F/A-18 now could be the difference between Boeing remaining a maker of combat fighter jets or exiting the space entirely as orders for its existing products taper.

Pope Francis was about to take a major step backing the science behind ­human-driven global warming, and Philippe de Larminat was determined to change his mind.

A French doubter who authored a book arguing that solar activity — not greenhouse gases — was driving global warming, de Larminat sought a spot at a climate summit in April sponsored by the Vatican’s Pontifical Academy of Sciences. Nobel laureates would be there. So would U.N. Secretary General Ban Ki-moon, U.S. economist Jeffrey Sachs and others calling for dramatic steps to curb carbon emissions.

After securing a high-level meeting at the Vatican, he was told that, space permitting, he could join. He bought a plane ticket from Paris to Rome. But five days before the April 28 summit, de Larminat said, he received an e-mail saying there was no space left. It came after other scientists — as well as the powerful Vatican bureaucrat in charge of the academy — insisted he had no business being there.

“They did not want to hear an off note,” de Larminat said.

The incident highlights how climate-change doubters tried and failed to alter the landmark papal document unveiled last week — one that saw the leader of 1 billion Catholics fuse faith and reason and come to the conclusion that “denial” is wrong.

50 YEARS TODAY MARKS KOREA AND JAPAN RESUMING DIPLOMATIC RELATION THAT BEGAN IN 1965

The foreign ministers of South Korea and Japan held talks in Tokyo on Sunday to forge much-needed momentum to mend bilateral relations that have been strained amid escalating historical and territorial feuds.
Their meeting was arranged as the two countries are to mark the 50th anniversary on Monday of the normalization of bilateral diplomatic ties. It was the first visit by Seoul’s top diplomat since the Park Geun-hye administration was inaugurated in February 2013.
During their talks, Seoul’s Foreign Minister Yun Byung-se and his Japanese counterpart Fumio Kishida exchanged views on a wide range of bilateral, regional and global issues including North Korea’s escalating nuclear and missile threats, Seoul officials said.
High on the agenda was a set of pending history issues including Japan’s sexual enslavement of Korean women, euphemistically called “comfort women, and Japan’s bid to gain UNESCO World Heritage status for 23 sites from the Meiji-era industrialization.
