Russian Prime Minister Dmitry Medvedev said his country is in a new
cold war with the U.S. and its allies, while NATO’s chief said Russia is
using its nuclear arsenal to intimidate Europe.
The clash, with
echoes of superpower rhetoric during the 20th century, played out at the
Munich Security Conference on Saturday even as Russia, Europe and the
U.S. say they’re seeking to end Syria’s civil war, resolve the armed
standoff in eastern Ukraine and make progress toward lifting European
economic sanctions against Russia.
“The political line of NATO
toward Russia remains unfriendly and closed,” Medvedev said in a speech
to the conference. “It can be said more sharply: We have slid into a
time of a new cold war.”
While
Medvedev renewed Russian accusations of encirclement by western powers,
the North Atlantic Treaty Organization’s Secretary General, Jens
Stoltenberg, challenged President Vladimir Putin to stop threatening
nations around Russia’s borders with warnings about his nuclear-weapons
capability.
“Russia’s rhetoric, posture and exercises of its
nuclear forces are aimed at intimidating its neighbors, undermining
trust and stability in Europe,” Stoltenberg told the conference earlier.
“We strive for a more constructive and more cooperative relationship
with Russia.”

Obama’s hopes for the Senate to approve a historic cap-and-trade bill
were dead.
Even with a near-supermajority of 59 seats, opposition in Obama’s own party ahead of the 2010 midterm elections meant the bill had no chance of passage, the Senate Democratic leader said.
It was a tough blow for a White House that was beginning to realize the limits of Obama’s power after the long battle over ObamaCare.That fight itself had complicated plans for the president and then-Speaker Nancy Pelosi (D-Calif.) on climate change. A few months later, Democrats would be swept from their House majority in what the president described as an electoral “shellacking.”
But on climate change, Obama already had a backup plan in the works that would end up defining much of his second term, according to Carol Browner, who was Obama’s climate czar.
That plan was to use the president’s regulatory authority under the Clean Air Act to limit carbon dioxide from power plants, something Obama’s opponents say is so novel it’s illegal.
“You pick yourself up and move on, because there was another path, and we were already on it,” she said of the news from the Nevada senator. “And we knew that.”
Those power plant rules, which the administration is now rushing to complete, became leverage in Obama’s successful effort to finish an international climate deal in Paris late last year — a part of his legacy years in the making.
Obama’s critics argue that the shift to regulations points to Obama’s
shortcomings: an inability to negotiate with Congress and a reliance on executive action they say is unconstitutional.

approved to enter the United States in a matter of hours.
They walk out to a Laredo street and are greeted by volunteers from Cubanos en Libertad, or Cubans in Freedom, a nonprofit. The volunteers help them arrange travel to their U.S. destination — often Miami — and start applying for work permits and such federal benefits as food stamps and Medicaid, available by law to Cubans immediately after their arrival.
“Right now I feel like the freest Cuban in the whole world,” said Rodny Nápoles, 39, a coach of the Cuban national women’s water polo team who crossed into Laredo this week.

The friendly reception given the Cubans, an
artifact of hostile relations with the Castro government, is a stark
contrast with the treatment of Central American families fleeing
violence in their countries. And it is creating tensions in this
predominantly Mexican-American city, where residents saw how Central

Border Patrol and ordered to appear in immigration courts.
“The people here are starting to feel resentment,” said U.S. Rep. Henry Cuellar, D-Laredo. “They are asking, is it fair that the Cubans get to stay and the Central Americans are being deported?”
Town officials have warned Cubans not to loiter in the streets. Local bus companies complain that Cubans are chartering special vans to travel.

North Korea raised the stakes in belligerent posturing over the weekend by revealing a map that apparently details its plans to strike the U.S. mainland.
The North's official KCNA news agency on Friday carried photos of leader Kim Jong-un at an emergency meeting of a strategic missile unit with a strategic map on the wall behind titled "The Strategic Forces' Plan to Strike the U.S. Mainland."

The foreign ministers of the U.S. and China failed to reach agreement
on Wednesday on how to deal with North Korea after its recent nuclear
test.
U.S. Secretary of State John Kerry said Washington and Beijing agreed on the "need for a UN resolution" to impose sanctions but failed to provide details. Chinese Foreign Minister Wang Yi claimed that sanctions against the North should not be the final goal and insisted China continues to stand behind the policy of engaging Pyongyang in dialogue.
This makes it quite clear that China will not tighten the noose around North Korea's neck by limiting trade to the point where it really hurts.
North Korea has responded to each and every UN sanction by conducting a nuclear or missile test. It has vowed never to give up its nuclear ambitions, and there is no chance that it will buckle under further sanctions. Now that China has more or less promised to sit on its hands, Pyongyang will push ahead full steam in developing a nuclear warhead small enough to mount on a missile and submarine-launched ballistic missiles.
Once it develops these weapons, the military balance on the Peninsula will tilt dangerously. Even if the South bolsters its missile defenses with the aid of the U.S., such defense systems will only offer us brief psychological solace while the country remains in the crosshairs of the North's weapons of mass destruction. Using conventional weapons to counter such a threat is ludicrous.
The U.S. has passed the buck for taming North Korea to China, and China is doing nothing. Seoul now faces a real need for public discussion of the development of its own nuclear weapons.
If the public wants the country to arm itself with nuclear weapons, the government will simply have to scrap a joint declaration from 1991 to denuclearize the Korean Peninsula and initiate talks with the U.S. to obtain the right to enrich uranium and reprocess its own spent nuclear fuel rods.
It will require delicate handling. If Seoul is too aggressive in pushing ahead with its own nuclear program, it could alienate the U.S. and face international sanctions. This would be devastating for an export-dependent country. And if it tries to obtain the technology on its own, its efforts could be thwarted by the superpowers, which will monitor every move.
But Seoul can no longer sit idly by as the six-party talks lead to no results and Washington and Beijing are busy blaming each other for their diplomatic failures.
North Korea has invaded this country in the past and has not hesitated to provoke Seoul repeatedly since the ceasefire agreement was signed in 1953. If it obtains nuclear weapons, the South faces a bleak fate.
Would China come to the rescue if the North launched a nuclear attack against South Korea? Would the U.S. step in to protect Seoul? Judging by Washington's inaction in the military crises in the Ukraine and Syria, it would probably respond only after Seoul has been turned into a pile of smoldering ashes.
The biggest victim of North Korea's nuclear weapons program is not China, Japan or the U.S., but the people of South Korea. They can no longer sit idly by and continue to ignore the options they have to deal with this threat.

The US military wants to send a sophisticated missile defence system
to South Korea "as quickly as possible", the Pentagon said Monday as it
seeks to counter an ever-defiant North Korea.
After Pyongyang's launch of a long-range rocket on Sunday, South Korean and US military officials said they would start formal discussions on placing the Terminal High Altitude Area Defence System (THAAD) on the North's doorstep.
Though the launch saw North Korea successfully blast a satellite into orbit, the United Nations and world powers quickly condemned the action as evidence Pyongyang is continuing to develop an intercontinental ballistic missile capable of striking the US mainland.
The launch came only weeks after North Korea carried the latest in a series of underground nuclear tests.
"Without getting into a timeline, we'd like to see this move as quickly as possible," Pentagon spokesman Peter Cook said of a possible THAAD deployment.
"We are beginning the consultations now and in the current days with
the South Koreans, and we expect that this will move in an expeditious
fashion." America's highly deployable THAAD system fires anti-ballistic
missiles into the sky to smash into enemy missiles either inside or
outside the Earth's atmosphere during their final flight phase.
The interceptor missiles carry no warheads, instead relying on kinetic energy to destroy their targets.
While China firmly opposes the deployment of such anti-missile hardware so close to its borders, the move to place THAAD in South Korea underscores Washington's frustrations with Beijing's failure to take a tougher line with Pyongyang over its nuclear weapons program.

A U.S. judge on Friday granted a
preliminary injunction stopping the distribution of surreptitious
videos taken by anti-abortion activists who alleged Planned Parenthood
staff discussed the illegal sale of aborted fetal tissue.
The
National Abortion Federation (NAF), a nonprofit representing abortion
providers, accused the Center for Medical Progress and its founder,
David Daleiden, in a lawsuit last year of illegally infiltrating and
recording its private meetings.
San
Francisco federal judge William Orrick last year issued a temporary
order prohibiting the distribution of the videos, which he extended on
Friday until the litigation is over. Orrick said he reviewed the videos
and found no evidence of criminal activity by NAF members.
Catherine
Short, an attorney for the Center for Medical Progress, said they had
expected the ruling. Derek Foran, an attorney for the National Abortion
Federation, said they are pleased.

The Iowa caucus bylaws state that when a vote is too close to count
and/or there is a tie, the vote can be determined by a coin toss. In the
case of Democratic candidates Hillary Clinton and Bernard Sanders a coin toss was used for at least six precincts.
And Clinton won all 6 coin tosses. The probability that anyone could win consecutively six coin tosses is only 1.6 percent. Journalist Ben Norton calculates: “(1/2)^6, which is 1/64 — or 1.6 percent.”
Consider the odds even if Sanders had won half of the coin flips– splitting the six county delegates (3/3) with Clinton, Sanders would have beaten Clinton, winning 698.49 delegates to Clinton’s 696.57.
According to associate professor of sociology at Iowa State University, David Schweingruber, (who told The Des Moines Register) explained that by just doing simple math, roughly 60 delegates are missing from the total. For example, in Ames, 484 eligible caucus attendees were initially recorded. Yet after each group was counted, Clinton had 240 supporters, Sanders had 179, and Martin O’Malley had five. These numbers total 424, not 484.
