THE RIVAL BETWEEN INDIA (A WESTERN DEMOCRATIC STATE) AND CHINA (A COMMUNIST STATE) GOES HEAD TO HEAD AS CHINA BUILDS PORTS IN SURROUNDING COUNTRIES LIKE BANGLADESH AND ROADS IN TEBIT TO BETTER MANEUVER ITS MILITARY PRESENCE IN THE REGION–AND ALL INDIA CAN DO IS COUNTER WITH ITS OWN ROAD BUILDING INFRASTRUCTURE ALONG THE INDIA CHINA BORDER TO COUNTER THE THREAT TO ITS SOVEREIGNTY

The UPA government, in 2006-07 had identified and cleared construction of 73 strategic roads along the India-China border, to be completed by 2012 to counter China's strategy. And, 61 of these were entrusted to Border Roads Organisation (BRO), which now says it can complete the project only after 2018.

By the end of December 2014, BRO has only completed 19 of the 61 roads measuring 625-km. China, as part of its strategy has been expanding its infrastructure. If a series of ports--Chittagong in Bangladesh and a port in Sri Lanka--is part of its 'String of Pearls' strategy, road networks in Tibet and Yunnan is another area of concern for India.

Documents with TOI reveal that the BRO has to construct roads along 2785-km to finish the project with a total of 42 roads and BRO has now submitted to the Ministry of Defence (MoD) that it can only completed after 2018 (see boxes).
Set up exclusively to carry out these kind of projects, the BRO has been struggling in the past few years. So much so that Japan has bagged a new order for border road construction last year.

However, BRO is not without reasons/excuses. Sources in South Block told TOI that among the primary reasons that the organisation has cited for non-completion of the road project are delay in land acquisition and forest and wildlife clearance.
