While the NDAA is primarily a policy bill, it also establishes budgets. This paper is not primarily about the budget, but the budget situation must be addressed. From FY 2011 to FY 2015, total national security spending (budget function 050, including overseas operations) dropped by 24.9 percent in real terms.[34] While that period included dramatic force reductions in Iraq and Afghanistan, recent events around the world and the operating tempo of the U.S. military show that this dramatic cut was misguided. Under the Bipartisan Budget Act of 2015 (BBA), defense spending increased slightly for FY 2016; thus FY 2011–FY 2016 is now only a 23.5 percent cut. Unfortunately, the BBA cap reduces inflation-adjusted defense spending in FY 2017, so the gap from FY 2011 grows back to 24.5 percent in real terms. The defense budget under the BBA is not sufficient to support the military that this nation needs.

The Turkish military claims to have "fully seized control" of the country amid reports of aerial attacks, gunfire and explosions in Istanbul and the Turkish capital Ankara.

Soldiers stormed Turkey's state broadcaster TRT, forcing a presenter to read a statement live on air announcing that a military coup is under way.
The statement said the country, a NATO member, is now being run by a "peace council". It declared that martial law and a nationwide curfew are in place.

Two days before the anniversary of the nuclear agreement between Iran and world powers, the Islamic Republic attempted to launch a new type of ballistic missile using North Korean technology, multiple intelligence officials tell Fox News.

The test, in violation of a UN resolution, failed shortly after liftoff when the missile exploded, sources said. The effort occurred on the evening of July 11-12 near the Iranian city of Saman, an hour west of Isfahan, where Iran has conducted similar ballistic missile tests in the past.

It would be at least the fourth time Iran has launched or attempted to launch a ballistic missile since the nuclear accord was signed on July 14, 2015.

Iran is barred from conducting ballistic missile tests for eight years under UN Resolution 2231, which went effect July 20, 2015, days after the nuclear accord was signed.

The Philippines is just one of several southeast Asian states that lay claim to part of this key transit route, in a war of wills that has sparked fears of a military conflict that could disrupt global trade.
Vietnam, Malaysia, Brunei and Taiwan are all involved in the territorial disputes, and Indonesian President Joko Widodo has instructed the military to increase maritime patrols over the waters off Natuna Islands in response to increasing tensions with China, which it claims has up to 20,000 militia fishermen in the region.
The United States yesterday urged respect for the tribunal’s decision and recommended “all claimants to avoid provocative actions or statements.”

Efforts to eradicate modern slavery in the UK are failing, with the number of potential victims being trafficked into Britain rising by 245% over the last five years, according to official figures.


Police and other authorities identified 3,266 people last year thought to have been the victims of modern slavery compared with 946 in 2011, a rise that has prompted disquiet among MPs and charities.


The figures from the National Referral Mechanism – a government safeguarding framework that aims to help potential victims of trafficking – reveal a steady rise of potential slavery victims over the last five years, with the single largest annual increase between 2014 and 2015 when nearly 1,000 extra cases were recorded.


Although ministers believe the figures suggest more victims were willing to come forward for help, others are urging the police to step up their efforts and argue the statistics confirmed that trafficking and slavery are thriving in the UK.


Tim Farron, leader of the Liberal Democrats, said: “Police forces can and must do more to crack down on this barbaric crime. Slavery is abhorrent and has absolutely no place in the world. It is utterly gut-wrenching to think about people in bondage, in Britain, being held against their will.”
