The Environmental Protection Agency (EPA) has settled an oil industry lawsuit and agreed to set the ethanol blending mandates for this year and last year by Nov. 30.

The 2014 mandate under the Renewable Fuel Standard will be two years late and this year’s will be one year late. But with an end to the delays finally in sight, the settlement ends a dispute that angered both the oil industry and ethanol producers.

“This schedule is consistent with EPA’s commitment to get the RFS program back on track, while providing certainty to renewable fuels markets and promoting the long-term growth of renewable fuels,” the agency said in a statement.

"Our goal is to provide the market with the certainty it needs to continue to grow renewable fuel volumes," Christopher Grundler, director of the EPA's office of transportation and air quality, told reporters Friday.

The settlement does not require the agency to set the volumes at any particular level. The agreement is still subject to a 30-day public comment period and approval by a federal court.

Friday’s announcement ends lawsuits filed by the American Petroleum Institute (API) and American Fuel and Petrochemical Manufacturers (AFPM) over the EPA’s delays, which they said force refiners to guess how much ethanol to blend into their products before the agency decides a retroactive mandate.

The Renewable Fuel Standard requires that fuel refiners mix a certain volume of ethanol into gasoline and biodiesel into diesel each year.

The EPA is legally obligated to set those volume mandates by Nov. 30 each year for the following year.

The agency proposed in 2013 to reduce the ethanol mandate for the first time, to 15.21 billion gallons, while keeping the biodiesel mandate the same as the previous year. After multiple delays, EPA officials said most recently that they would make final the 2014 mandate by the end of spring.

The EPA said it will set next year’s mandate during this year, as it is required to do under the law.

The oil industry groups welcomed the settlement, but said they would rather see the EPA comply with the law. They said they still hope Congress either repeals or significantly reforms it to reduce the amount of ethanol that must be used.

Industry groups complain that the mandate increases their costs significantly, which are passed onto consumers through gasoline and diesel prices.

The new Internet domain .sucks has stirred up a firestorm over free online speech and the potential for extortion against companies and individuals.

The company operating this new domain claims it is “designed to help consumers find their voices and allow companies to find the value in criticism.”

But critics see it as a shakedown scheme designed to force companies and individuals to fork over cash to keep an unfavorable or offensive website offline.

According to media reports, Microsoft, Facebook, Google and other large companies have bought up the domains by exercising their trademark priority rights, presumably with no intent to use them. Music star Taylor Swift reportedly did the same thing.

What has fueled concerns is that the domain registrar, a Canadian-based company called Vox Populi, is charging $2,500 for the website names—far more than a typical website registration of $10 to $25—before the names are opened to the public on June 1.

The Intellectual Property Constituency, an advisory group to the global Internet domain regulator, complained last month that the “exorbitant sums” are effectively a “shakedown scheme” to get money from companies and others.

After the June 1 deadline, online trolls or “cybersquatters” could buy up the names and then extort even higher prices, according to the group which includes film, software and music industry associations and other trademark organizations.

The identities and personal details of young men caught dodging the draft will be posted on the Internet from January next year.
The Military Manpower Administration on Thursday said their age, address and reasons for dodging the mandatory military service will also be revealed.
An 11-member panel of outside experts and officials will decide which identities will be revealed after giving them a chance to explain themselves.
But men who are unable to complete their mandatory military service due to illness, imprisonment or for other good reasons have nothing to fear.
A total of 5,197 people have avoided the draft over the past five years, including 3,140 conscientious objectors.
The MMA said draft candidates who were granted special status due to their athletic or artistic abilities must complete the mandatory 544 hours of volunteer service during their 34-month service.
The volunteer service includes performing for or teaching children from low-income families and participating in charity campaigns. If they fail to do so, their military service will be extended until the required hours are met.
