Democrats and Republicans in the House of Representatives have urged the new Speaker, Republican Paul Ryan of Wisconsin, to schedule a vote to authorize the deployment of troops to fight the Islamic State in Syria and Iraq.

A bipartisan group of thirty-five Democrats and Republicans sent a letter to Ryan calling for the vote.

“We do not share the same policy prescriptions for U.S. military engagement in the region, but we do share the belief that it is past time for the Congress to fulfill its obligations under the Constitution and vote on an AUMF that clearly delineates the authority and limits, if any, on U.S. military engagement in Iraq, Syria and the surrounding region,” the group wrote in a letter sent to the Speaker on Friday.

A call for a new authorization for use of military force (AUMF) arose on November 4 when House members, primarily Democrats, argued the president lacks the constitutional authority to send special operations forces to Syria.

The Obama administration argues it has the authority to send troops under the 2001 AUMF designed to respond to the Sept. 11 attacks.

ALASKA STRYKER BRIGADE BRAVO COMPANY ON THE MOVE TO DEADHORSE TO COUNTER THE RUSSIAN AS CAN BE SEEN MILITARIZING THE ARCTIC REGION FOR ITS ENERGY RESOURCES WITH NEWLY ACTIVATED ARCTIC BASES

Stryker armored attack vehicles were sent north of the Arctic Circle for the first time Tuesday as part of Operation Arctic Pegasus, an Army statement said.

Alaska's 1st Stryker Brigade Combat Team operated four Strykers for two days during the joint, multi-agency exercise involving the Air Force, the Alaska Department of Natural Resources and the North Slope Borough. An Air Force C-17 delivered the Strykers and about 40 soldiers to Deadhorse -- a town about 500 miles north of Fairbanks with a population of 50 and a small airport -- the statement said.

The 1st Stryker Brigade regularly trains for rapid deployment to cold environments. Average winter temperatures in the area dip well below zero, with a record low of minus 57 Fahrenheit, the statement said. The wind-chill factor hit minus 96 in nearby Prudhoe Bay in 1989.

There is growing interest from nations in the Arctic region, as global warming slowly melts ice sheets that could create easier access to petroleum, heavy metals and fisheries.

Russia is particularly assertive in protecting its Arctic interests. It is building two infantry brigades in the region equipped with vehicles to move troops across snow.

……The high-tech aspect of the StormCatcher program involves a computerized control panel that is attached to the side of Wassenaar's home. This controller monitors the water level in the cistern and controls the release of water into the rain garden.
The controller also provides data to officials who are evaluating the pilot program, and it will trigger water releases based on weather forecasts. (If a big storm is coming and the tank is full, it will flush water into the rain garden to make room for the system to capture more storm water.)
Officials say a vast network of homes outfitted with such systems might prove to be a modern-day answer to flood control. Kuehl noted that the flood control system that currently crisscrosses the county is 100 years old and was designed to flush rainwater into the Pacific Ocean.
She and other officials say that, after years of drought, they must now consider a system to prevent flooding but also allow rainwater to recharge underground aquifers.
In the case of Wassenaar's system, it would take more than 2 inches of rainfall to fill the cistern, officials said. During an average year, the system will collect at least 7,000 gallons of water.
Officials say that by encouraging residents to capture and store rainwater they can lower their water bills, help eliminate incidents of neighborhood flooding and reduce the amount of pollutants that runoff washes into the sea.
The system isn't cheap, however. While the low-tech components of the system could be installed for several thousand dollars, the high-tech control panel brings the price to $25,000.

Uncle Sam isn’t going to let schools place certain restrictions on how transgender students use a single-sex locker room.

A school district near Chicago, Palatine 211, provides numerous accommodations for transgender students. The district calls the students by requested names, honors selected gender (including allowing them to play on the sports teams of the gender they identify as belonging to), and permits them to use single-sex bathrooms, since stalls ensure privacy.

But the federal government has decided that the district is still guilty of violating Title IX, the law prohibiting sex-based discrimination, over certain locker room restrictions.

“District 211 is not excluding transgender students from their gender-identified locker room,” said district superintendent Daniel Cates in a statement. “Though our position has been inaccurately reported, a transgender student may use his or her gender-identified locker room simply by utilizing individual measures of privacy when changing clothes or taking showers.”

That’s unacceptable to the Department of Education’s Office of Civil Rights.

“All students deserve the opportunity to participate equally in school programs and activities—this is a basic civil right. Unfortunately, Township High School District 211 is not following the law because the district continues to deny a female student the right to use the girls’ locker room,” said Catherine Lhamon, assistant secretary for civil rights at the Department of Education, in a statement.
