California announced sweeping statewide water restrictions for the first time in history Wednesday in order to combat the region’s devastating drought, the worst since records began.
Gov. Jerry Brown issued the declaration at a press conference in a parched, brown slope of the Sierra Nevada mountains that would normally be covered by deep snow.
“Today, we are standing on dry grass where there should be 5 feet (1.5 meters) of snow,” Brown said. “This historic drought demands unprecedented action.”

The executive order issued by Brown would aim to achieve a 25 percent reduction in water usage across cities and towns throughout California by a combination of measures.
“As Californians, we must pull together and save water in every way possible,” Brown said.
The reductions would be achieved by ramping up enforcement to prevent wasteful water use, while investing in technologies designed to make California more drought-resilient.
The State Water Resources Control Board, which manages California’s water supply, would be tasked with achieving the reduction.
The order also set out new measures to reduce water use, including the replacement of 4.6 square kilometers of lawns with drought-tolerant landscaping.
A statewide consumer rebate program would also be set up to encourage individuals to replace old appliances with modern, water and energy efficient models.
The measure orders campuses, golf courses, cemeteries and other large consumers of water to significantly cut use.
New homes and developments would also be banned from using potable water for sprinkler systems unless water-efficient drip irrigation systems are used.
Brown had already declared a state of emergency in California over the crippling four-year drought, the most severe on record.
Environmental experts welcomed the measures but cautioned it remained to be seen how effective they would be.
“These are good and necessary. However, the devil is in the details,” said Timothy Krantz, professor of environmental studies at the University of Redlands in California.
“It is one thing to mandate water rationing/conservation in cities and requiring a 25 percent reduction, but how will the cities regulate that by their constituents?”
Frantz also noted Brown’s statement had made no mention of the water-intensive industry of enhanced oil production or “fracking.”
The drought has left swathes of California’s landscape unrecognizable, with normally brimming lakes and rivers now dry and losses to the state’s agricultural industry estimated at several billion dollars.

In the dead of night Wednesday night in Lausanne, Switzerland, Energy Secretary Ernie Moniz and his Iranian counterpart haggled over one of the last issues holding up a nuclear agreement with world powers: Iran’s future research into next-generation new centrifuge designs that can accelerate its path to a nuclear weapon.

The meeting finally wrapped up at 6 a.m., said a senior administration official, “and that is not because we were up early.”

But how that key issue was resolved remains fuzzy. An Obama administration fact sheet on the deal says only that Iran will be able to conduct “limited research and development” into the centrifuges — which are far more efficient than the relatively crude devices Iran now operates — “according to a schedule and parameters which have been agreed to” by Iran, the United States, and five other world powers.

Although Iran will be barred for a decade from enriching uranium with the advanced devices, that schedule and those parameters remain otherwise unknown.

Critics of the agreement were quick to zero in on the question. “This is a bad framework that will lead to a bad and dangerous deal,” said an Israeli government source in Jerusalem, who cited as a key complaint the fact that Iran “will continue its centrifuge research and development.”

The research-and-development question is just one of a handful of key issues left unresolved, at least in public, and which could endanger the agreement’s survival.

There was much for Obama officials — and their negotiating partners in France, Germany, Britain, China and Russia — to be happy about in the framework deal, whose details must be nailed down by June 30. It requires Iran to uninstall more of its centrifuges than earlier reports had suggested would be required. It subjects Iran to extensive snooping by international inspectors, with some surveillance extending for 25 years. It mandates the redesign of a nuclear reactor so that its spent fuel can’t be used to make a bomb.

But the White House and State Department will find themselves defending some questions the agreement essentially fudged.

South Korea plans to form an inter-agency team to handle the country's largest-ever acquisition project aimed at developing an indigenous fighter jet, officials here said Wednesday, which is already facing daunting challenges on the budget and technology transfer fronts.
Seoul's arms procurement agency is trying to speed up the 8.67 trillion won ($7.84 billion) project, more than 10 years behind schedule. On Tuesday, it selected Korea Aerospace Industries, the country's sole aircraft maker, as the preferred bidder.
Codenamed KF-X (Korean Fighter Experimental), the project calls for Seoul to develop its own fighter jet of the F-16 class to replace the aging fleet of F-4s and F-5s.
Some 120 jets are to be put into service starting around 2025, with the additional production cost estimated at 9.3 trillion won, according to the Defense Acquisition Program Administration.
"It is highly necessary to set up an around 70-member task force involving officials from the DAPA and relevant ministries, air force officers, and experts from home and abroad," a senior DAPA official said, requesting anonymity, stressing the need for a massive budget and transfer of cutting-edge technology. The team is tentatively named "Boramae (hawk) Task Force."
"We expect the task force to be launched in June after signing a final deal with the contractor that will oversee not only the whole development process but secure international cooperation," he added.
The DAPA aims to wrap up negotiations with KAI over price and technology-related issues by May for a final decision within the first half of this year. KAI joined the project in partnership with the U.S. defense firm Lockheed Martin, as the DAPA required bidders to have foreign technical assistance.
While the procurement agency is optimistic about securing "most of the key technologies," concerns have grown over whether the U.S.
will provide South Korea with sensitive and sophisticated technologies, partly because the aircraft will be developed jointly with Indonesia.
In September last year, South Korea signed an agreement with the U.S. to receive key fighter technologies from 17 sectors in return for buying 40 Lockheed Martin F-35 fighters. The approval process by the U.S. government is under way.

3. conservatives who believe in individual liberty, freedom and states’ rights vs. liberals who favor state-ism and big government controlling everyone’s lives via destruction of the Bill of Rights;
4. conservatives who favor private enterprise with minimal state interference, and liberals, who favor socialism, destruction of free enterprise, and the redistribution of wealth from those who earned it to those who did not.

Because of the Obama administration’s callous disregard for traditional morality, the constant violation of the Constitution and our Bill of Rights, placing the security of Americans in ” clear and present danger ” with the Pro-Islamic foreign policy and Open-Borders domestic policies, as the well as deliberate destruction of prosperity and free enterprise economics, President Obama and his allies have clouded if not darkened, the futures of a majority of Americans.  As Americans see a cloud of darkness befalling their futures and the future of America, the conservative majority increasingly believes everything we hold dear is at risk, and passivity is undergoing a metamorphosis into outrage and calls for drastic action.  Is our citizenry becoming so outraged that reluctant acceptance of the staus quo is about to be replaced by a willingness to fight for our liberty and freedom that is being tyrannically stripped away by our Pro Marxist, Pro Islamist President and his evil administration?
